<br />4. <br />Approval to grant authority to City Manager to sign and enter into contract with the <br />consultant, Gateway Design Studio for St. Louis County Municipal Park <br />Construction Grant-consulting services agreement for Lewis Park construction- <br />phase 1. <br /> <br />Ms. Carr moved to approve, seconded by Mr. Glickert and the motion carried <br />unanimously. <br /> <br />5. <br />Approval of liquor license for U City Nights, 7555 Olive, including Sunday sales. <br /> <br />Mr. Sharpe moved to approve, seconded by Mr. Glickert and the motion carried <br />unanimously. <br /> <br />6. <br />Approval of liquor license for Peacock Loop Diner, 6261 Delmar, including Sunday <br />sales. <br /> <br />Ms. Carr moved to approve, seconded by Mr. Sharpe. <br /> <br />Mr. Glickert stated that he had discussed with his friends his concerns about the <br />approval of yet another restaurant in the Loop that was going to be serving alcohol. <br />Although it is his belief that there is already enough alcohol being served in this area, <br />his friends had done a nice job of convincing him to change his mind. Mr. Glickert <br />then asked Mr. Walker if this diner would be subject to the same guidelines as all <br />other restaurants, specifically with respect to the 1:30 a.m. cut-off for selling alcohol. <br />Mr. Walker stated that it would. <br /> <br />Voice vote on Ms. Carr’s motion to approve carried unanimously. <br /> <br />L. COUNCIL REPORTS/BUSINESS <br /> <br />1. <br />Boards and Commission appointments needed <br />Mayor Welsch read the appointments and noted that no reappointments were <br />needed. <br />2. <br />Council liaison reports on Boards and Commissions <br />3. <br />Boards, Commissions and Task Force minutes <br />4. <br />Other Discussions/Business <br /> <br /> City election certification <br /> <br /> Mr. Crow stated that one of the things he would like to do as Council moves <br />through the discussion of this item is to shed a little bit of light on what has happened <br />in the past few weeks, although at this point he probably has more questions than <br />answers. He stated that he had asked that this item be discussed during the public <br />section of the meeting as well the closed session to be held after the public session. <br />However it was the opinion of the City Attorney that this matter could be discussed in <br />open session without being in violation of the Missouri Open Meeting’s Law. Mr. <br />Crow stated that his intent is for this discussion to be centered more on policy and <br />process than politics in order to provide residents with a better understanding of the <br />UCity filing process. Mr. Crow noted that the filing deadline for this year’s election <br />st <br />was January the 21 and then asked Ms. Pumm when she had first become aware of <br />any concerns regarding filings or requirements made by one or more of the <br />4 <br /> <br /> <br />
