Balson Avenue, between the hours of 6 a.m. and 8 a.m., and from 1 p.m. to
3 p.m., Monday through Friday, allowing parking for school buses only”.

Mayor Welsch suggested that Ms. Pumm look at M-2-10. Ms. Pumm stated
that it is the, “North side of the northwest quadrant of Balson Circle thereof,
the marked crosswalk on Jackson Avenue to the crosswalk on Balson Avenue
west of Balson Circle, from 7 a.m. to 4 p.m., allowing parking for 15 minutes
for passenger zone Monday through Friday; and on the southwest quadroon
of Balson Circle thereof, from Jackson Avenue to the marked crosswalk west
of Balson Circle from 7 a.m. to 4 p.m., allowing parking for 15 minutes for
passenger zone Monday through Friday”.

Ms. Carr asked what the incorrect portion was. Ms. Pumm stated that Bill
9222 had been added inadvertently at the end.

Roll Call vote was:
AYES: Mr. Price, Ms. Carr, Mr. Kraft, Mr. Glickert, Mr. Sharpe and Mayor
Welsch.
NAYS: none

N.NEW BUSINESS

RESOLUTIONS

BILLS

O.CITIZEN PARTICIPATION (continued if needed)

Gregory Pace, 7171 Westmoreland
Mr. Pace stated that Ms. Carr had invoked his name during the kangaroo
court held at the last Council meeting. He stated that the minutes state that
“Ms. Carr had been told on numerous occasions that Mr. Pace had asserted
that this issue was under consideration by the City Clerk and the City
Attorney, so she is curious to know how Mr. Pace had obtained this
information before Council”.
Mr. Pace stated that for the record, after the Judge had issued his writ of
mandamus ordering the placement of Mr. Hales on the ballot, and after he
subsequently decided not to challenge the question of Mr. Hales’ residency
in court, then and only then, did he ask Ms. Pumm if she had sought the
counsel of the City Attorney during the certification process. He stated that
once again, Ms. Carr’s information is incorrect. Mr. Pace said that as he had
stated at the last Council Meeting he purposely wished to have no influence
over the process, and he did not. He stated that it should also be noted that
Mr. Hales had claimed that he demanded to have him disqualified. Mr. Pace
noted that at the end of his email challenging Mr. Hales residency, he
stated, “Hales should be disqualified from running for office in April, in my
humble opinion”. Mr. Pace stated that he presented the facts and drew a
conclusion, but he had not used the word “demand” or any synonym of
“demand”. He stated that he did not ask or tell Ms. Pumm what to do, and
that he had used the word “should,” as opposed to the word “must,”
specifically to reinforce that this was his opinion.
