read, “Ms. Carr stated that it is a personal decision on the part of <br />each appointing Council member”. <br /> Ms. Carr stated that she is a little bit tired of having insults hurled at her, <br />but if members are going to hurl them then she would like to see them <br />reflected in the minutes. <br /> <br />Voice vote to approve the minutes as amended carried unanimously. <br /> <br />February 10, 2014, City Council Regular Session were moved for <br />2. <br /> approval by Mr. Sharpe, seconded by Mr. Glickert. <br /> <br />Ms. Carr stated that these were the strangest minutes she has ever seen. <br />She stated that there are run-on chunks making it very difficult for anyone <br />to read, vocabulary that certainly was not used by the speaker and syntax <br />that she has never seen used by the City Clerk. Ms. Carr then asked Ms. <br />Pumm if she had prepared the minutes. Ms. Pumm stated that she has a <br />person who transcribes the minutes who is not present at the meeting and <br />does not live in University City. Ms. Carr stated that she was very <br />disappointed in the minutes. She stated that after comparing the minutes <br />to the actual recording she had determined that this was not an accurate <br />transcript of the proceedings. Ms. Carr requested that the following <br />amendments be made to the minutes: <br /> Page 9 which reads, “Ms. Carr said to the City Clerk that,” should be <br />amended to read, “Ms. Carr asked the City Clerk if”. <br />Page 7 of the minutes does not include Mr. Kraft’s response to a question <br />posed by Mr. Price. Ms. Carr stated that she had transcribed this segment <br />word-by-word because she felt uncomfortable paraphrasing it and then <br />submitted it to Ms. Pumm. She stated that Ms. Pumm’s amendment reads, <br />“Mr. Kraft stated it is like asking do you beat your wife. This is an <br />inappropriate question”. However what was actually said is, “Do you <br />beat your wife? That’s the kind of question that you just asked”. <br />Ms. Carr stated that it was also very important that the following statement <br />be added to the minutes and made a part of the record: “Do you beat <br />your wife? That’s the kind of question that you just asked. Mr. <br />Kraft and Mr. Price held a brief heated discussion about Mr. Kraft’s <br />response, during which time Mr. Kraft responded that he did not ask <br />the City Attorney to represent the City Clerk. The Mayor interrupted <br />the discussion asking Mr. Kraft to allow Mr. Price to finish.” <br /> Ms. Carr stated that she would be willing to play this section of the <br />recording for Ms. Pumm, especially considering the fact that at least two <br />Councilmembers had censured another member for allegedly doing <br />something that he should not have. She stated that she has spent over <br />twenty-one months here in chambers being verbally attacked by various <br />members of Council and it has never been recorded, even though she has <br />asked for it. Ms. Carr concluded by stating that this time she is not going to <br />stand down on the issue. <br /> <br />Mr. Price stated that something else that was not reflected in the minutes is <br />the fact that when Mr. Kraft made his outlandish statement; which he <br />normally did; and made a comment that it was something Mr. Kraft would <br /> <br />
