Ms. Glickert stated that this is the same kind of ridiculous <br />proposal and business logic the Loop Trolley Company is asking Council to <br />vote on. <br /> Ms. Glickert stated that although State regulations require Mayor Welsch <br />to be on the Trolley’s Board, she believes that there is clearly a conflict of <br />interest. She respectfully requested that the Mayor recuse herself from <br />voting on this proposal or any future proposals presented to City Council by <br />the Loop Trolley Company. She stated that there is also a pending lawsuit <br />against the Trolley Company. Ms. Glickert would request that the vote on <br />the tree removal or any future proposals by this Company be postponed <br />until the lawsuit is adjudicated. She stated that with respect to the March <br />st <br />1 migrating bird admonition, the birds will adjust themselves as they have <br />done for generations prior to the Federal mandate. <br /> <br />Point of privilege; Mr. Kraft stated that City Council meetings have not been <br />the same without Ms. Glickert and it was great to have her back. <br /> <br />Jen Jensen, 706 Pennsylvania <br />Ms. Jensen stated that perhaps this issue will be resolved once the lawsuits <br />are settled and the Federal Transit Administration approves the final plans, <br />but until that time the two trees, which are not in the original plans, should <br />remain. She stated that University City is Tree City USA and as a citizen of <br />University City she believes that she definitely should be able to have a say <br />on whether or not these trees in the Delmar Loop are cut down. <br /> <br />Cirri Moran, 6652 Kingsbury Boulevard <br />Ms. Moran stated that when she read the draft agenda attached to Mayor <br />th <br />Welsch’s February 16 Newsletter her first thought was of disappointment in <br />her city government. Two sycamore’s stand in front of the City’s library, <br />one in the library’s lawn closer to the Kingsland corner, the other a few feet <br />further west in the Delmar tree lawn. She stated that it is very unclear from <br />the satellite picture which tree is designated for removal. The circle shows <br />the more eastern location, but the KSDK news team has targeted the one <br />further west in the tree lawn. So exactly what tree is slated for removal and <br />what are the issues that necessitate its removal. Ms. Moran stated that <br />usually the supporting documents for agenda items provide exhaustive <br />details, but the details for this proposal were sparse. She then questioned <br />why the application to the Forestry Commission had not been attached and <br />why there had only been a vague reference to the migratory bird regulation, <br />rather than a full explanation on why this was an immediate concern. <br /> Ms. Moran stated the one fact that had been disclosed was that a <br />Conditional Use Permit had been issued for the Trolley Project on March 11, <br />2013. Since the one year deadline for this CUP is fast approaching, her <br />concern is whether this issue is being squeaked through before a <br />reapplication must be submitted and reevaluated by the various <br />commissions. She stated that transparency seemed to be compromised <br />here. If this is how information is passed to Council, then how can citizens <br />trust that decisions are fully vetted with the correct information? <br /> Ms. Moran stated that she has lived in University City for almost sixty <br />years and for all of those years these two sycamores have grown and <br /> <br />
