shaded this block of Delmar and provided comfort to the playground at
Delmar Harvard. Shown as saplings in many of the 1920 to 1930 historic
pictures, she stated that these trees have survived multiple upheavals.
Looking eastward down Kingsland to Ames Place the canopies of these
Sycamores comfortably frame the brick facade of the library. Ms. Moran
stated that as she drives from Skinner westwards through what seems to be
a nature challenge, the mature trees along Kingsland and Delmar offer a
welcome sense of comfort. She stated that if we profess to be a tree city
then can there not be a compromise to let these old friends who have given
this City such joy and beauty survive until they are taken from us naturally.
Ms. Moran stated that her hope is that Council will delve into the details of
this issue before making a hasty decision for expediency sake.

Angelene Hayes, 7735 Milan Avenue
Rachel Macklin, 7727 Milan Avenue
Ms. Hayes stated that she and Ms. Macklin were here on behalf of the
concerned residents of the 7700 - 7900 blocks of Milan Avenue. She stated
that their letter, addressed to Mr. Walker, was in regards to the lawns that
were destroyed during the work performed by Missouri American Water
Company.
Ms. Hayes stated that during the spring of 2012 the Water Company
began an excavation project to replace the water pipes in this area. She
stated that they had been assured that their lawns would be replaced with
the original grade of grass that had been removed. However not only was a
different type of grass planted, but the dirt that was used produced disease
and weeds leaving residents with embarrassing results. Ms. Hayes stated
that they have contacted the water company on several occasions in an
attempt to resolve this matter and almost two years later nothing has been
achieved. She stated that the residents of Milan have invested a lot of time
and money to keep their neighborhood looking nice and at this point would
request the City’s assistance to help them in their efforts. Ms. Hayes
thanked the City in advance for their consideration and looked forward to a
positive response.

E. F. Porter, 341 Westgate
Mr. Porter stated that he was speaking in opposition to the proposal to cut
down the two sycamore trees in front of the library. He then questioned if it
was the City’s intent to turn the Loop into a theme park, because that is
exactly what the loss of those two sycamores would signify. He stated that
these two trees cast 400 pounds of carbon dioxide every year, so they have
value. On top of the fact that the Loop Trolley is far from a certain thing
being locked in litigation that it may not emerge from. So the sacrifice of
these trees before this litigation is settled is really putting the cart before
the horse.

I.PUBLIC HEARINGS

J.CONSENT AGENDA

K.CITY MANAGER’S REPORT
