<br />Mr. Sharpe questioned why Council was even dealing with something from 2006. Ms. Carr stated <br />that this meeting concerns the election issue and her belief is that knowing the past provides more <br />depth to your discussions. She stated that in order to make a decision about how the City <br />approached the election certification she had looked back to see what had been done previously. <br />And during this meeting there was a challenge to remove two candidates from the ballot because <br />they had not paid their taxes by the time they were certified. Ms. Carr stated that although the <br />decision had been made not to go forward with the challenge she believes that it is important that <br />the City always have minutes that are as complete as possible. <br /> Mr. Sharpe stated that even if Council believed that there was a necessity to revise what <br />occurred during this meeting they should not be used with respect to future candidates or <br />certifications. He stated that in his opinion Council should be guided by the current City Attorney <br />and her research based upon what the laws and regulations are today. <br /> <br />Ms. Carr respectfully disagreed with Mr. Sharpe’s comments, adding that her research can only be <br />as good as the documentation, as Ms. Glickert has often said; this is the history of our City. <br /> <br />Mr. Sharpe stated that one of the things he does believe will be a necessity is to have Mr. Mulligan <br />present so that Council can hear what he has to say. <br /> <br />Mr. Crow stated that in his opinion this does not have as much to do with the most recent election <br />issue, as it does with the veracity of all the actions taken by Council, so there needs to be a record <br />that the action was taken. <br /> <br />Mayor Welsch stated that if Council’s desire is to recreate minutes from eight years ago then she <br />believes that the other members of Council who were at that meeting should also be made <br />available to provide information to assist in the creation of those minutes. Because what she <br />remembers is that they discussed a legal issue in a legal Executive Session. Mayor Welsch stated <br />that she would also like to say on the record that the issue Ms. Carr is talking about was not the <br />certification of the candidates, because the formal certification happened in January of 2006, ten <br />Tuesdays before the election. She stated that the issue outlined in the notes pertains to reigning in <br />a City Manager who was trying to go to court without permission of Council to sue another member <br />of Council’s staff, the City Clerk, to get two candidates that had already been certified taken off the <br />ballot. Mayor Welsch stated that the candidates in the 2006 election were certified by the City Clerk <br />ten Tuesdays before the election in April 2006, which is mandated by State law. <br /> Mayor Welsch concluded that there was a consensus by Council that Ms. Pumm will, as she <br />can, put together minutes that will go into Council’s record books. She stated that she and former Senator Joan Bray contacted the League to discuss the <br />issue and learned that the reason they had decided not to conduct the forum was that the unit who <br />typically handled the event were no longer interested in doing it. Ms. Carr stated that the league <br />advised her that they would be amenable to conducting the forum if she would be the point person. <br />She stated that she then asked Mr. Walker if he would provide her with a location to hold the forum <br /> <br />
