Request for extension of time in maintaining mock roundabout until installation of permanent
roundabout at intersection of Delmar Boulevard and Trinity Avenue in the University City Civic
Complex Historic District. (Extension from October 1, 2013 until April 2, 2014 was previously
approved on September 19, 2013.)

Mr. Greatens provided background information for the proposed request and referenced the letter
from Rich Wilson, Director of Public Works and Parks, that was included in the agenda packet.
He stated that the request was for the extension of the temporary roundabout for six months, or
until the installation of the permanent roundabout. Mr. Greatens stated that the temporary
roundabout was originally approved on April 18, 2013 with an expiration of October 1, 2013 and
a condition that the intersection be restored to its previous condition if the permanent roundabout
project did not move forward. He stated that on September 19, 2013 the HPC recommended
approval of an extension until April 2, 2014 and it was stated that the roundabout was consistent
with the Civic Complex Historic District. Mr. Greatens also reminded the HPC members that
the permanent roundabout had been approved by the HPC in July of 2012 at which time it was
determined that the roundabout was compatible within the Civic Complex Historic District.

Mr. Rich Wilson, Director of the Department of Public Works and Parks addressed the HPC
members. He provided an update on the Loop Trolley project and explained that while they
were part of the same grant application, they were still considered two separate projects. He
stated that they would be bid as one project and the schedule to begin construction was getting
closer. He added that the previously approved Conditional Use Permit for the Trolley had been
granted an extension and was continuing to move forward. He added that it would go out to bid
soon and at that time it would be determined if adequate funding was available for the project.
tm;
šE
