<br />He stated that whenever the Loop Trolley project began, the roundabout would also begin and it <br />was anticipated that construction would begin this summer. Mr. Wilson stated that if the Trolley <br />project did not move forward, the City would complete the roundabout project. If that were the <br />case, it would begin in fall. Mr. Wilson also stated that the temporary roundabout was very <br />successful and traffic was operating well and pedestrian crossing was safer. Due to the success, <br />it would be difficult to tear the temporary roundabout out at this time, which was why an <br />extension was requested. <br /> <br />Questions/Comments from Commission members and responses from the applicant included: <br /> <br /> <br />-It was stated that there had been previous discussions about the appearance of the temporary <br />roundabout including the cones and ribbons in place. Would there be plans to improve the <br />appearance? Mr. Wilson stated they had changed out some of the wider cones with narrower <br />cones and they were necessary in the center of the roundabout for reflectivity and the cones <br />were the most cost-effective way to accomplish this. <br /> <br />-A question was asked about the original Civic Plaza Plan and if it had to be amended to <br />reflect the roundabout before it could be installed permanently. Mr. Greatens stated that <br />perhaps it had come up as a question from the public at a previous meeting, but no motion <br />was made by the HPC pertaining to that issue. A request was made to investigate that issue <br />further. <br /> <br />-A comment was made regarding support for the roundabout and the without a roundabout, <br />circulation was poor and unsafe for both vehicles and pedestrians. It was also stated that <br />aesthetically, the roundabout was positive for the area as the previous intersection <br />represented a lack of design; both aesthetically and practically, the roundabout was a positive <br />change to the area and the permanent roundabout should be installed. <br /> <br />A motion was made by Mr. Wesenberg to allow the extension of the temporary roundabout until <br />October 30, 3014. The motion was seconded by Mr. Hamilton and carried by a vote of 3 to 1. <br /> <br />3. New Business None <br /> <br />4. Other Business <br /> <br />4.a. Public Comments <br /> <br />A brief discussion was held about the proposed roundabout. It was recognized that there was <br />consensus as to the effectiveness of the roundabout relative to traffic. There was concern about <br />the curb-line for the rest of the plaza and that it should be symmetrical. The previous plans did <br />not show symmetry. <br /> <br />Mr. Greatens stated that it was discussed at a previous HPC meeting. <br /> <br />Mr. Wilson stated that when they looked at redesigning the original roundabout to be more <br />symmetrical, they eliminated the original proposal to move the curbs in front of City Hall and the <br />Music Building and instead added a five-foot curb every five feet to keep traffic from crossing <br />over and that would keep the symmetry. <br /> <br />tm; E <br /> <br /> <br />
