It was stated that there had been discussions about making the roundabout more symmetrical.
Regarding the curb-line, it was stated that the drip-line of the trees in front of City Hall already
hung out over the curb and when one walks on the sidewalk in this area, they would not notice
the symmetry and moving the curb-line would perhaps give more foreground to the building and
any non-symmetry would go unnoticed.

Follow-up from staff was requested regarding the status of the roundabout plans and what had
previously been before the HPC.

A question was asked about plans to open Trinity Avenue. Mr. Wilson stated that it was still
being debated and they were looking at modifying the parking at that location. He stated it
would be safer if they remained closed; no decision had been made yet.

Ms. Paulette Carr, 7901 Gannon Avenue, Councilmember representing Ward 2, stated that the
redesigned drawing from when City Council voted to approve the roundabout showed that it was
to be moved to the east to be more symmetrical and asked Mr. Wilson to explain why that design
change was not made.

Mr. Wilson stated that the Department of Public Works and Parks had hired a separate consultant
to review the possibility of moving the roundabout to the east so the existing curbs would remain
in place and that would be the traffic pattern. They went back to the original engineers with the
proposed revision and the original engineers disagreed with the proposed change. Mr. Wilson
stated that, due to time constraints, they had to ask the engineers to redesign the layout to be as
symmetrical as possible. However, shifting the roundabout to the east resulted in the angled legs
of Trinity Avenue to be directly across from each other and cause traffic issues.

It was requested that staff follow-up regarding plans that were before HPC when symmetry of
the roundabout was discussed and also about the previous question regarding if City Council
approval of changes to the 1985 and 1993 Civic Plaza Plans was required.

Mr. Lai introduced the new Economic Development Manager with the Department of
Community Development, Ms. Jodie Lloyd.

5. Adjournment

The meeting adjourned at 7:40 pm.
tm;
E
