MEETING OF THE CITY COUNCIL CITY HALL, Fifth Floor 6801 Delmar Blvd. City of University City, Missouri 63130 April 28, 2014 6:30 p.m. A. MEETING CALLED TO ORDER At the Regular Session of the City Council of University City held on the fifth floor of City Hall, on Monday, April 28, 2014, Mayor Shelley Welsch called the meeting to order at 6:31 p.m. B. ROLL CALL In addition to the Mayor the following members of the Council were present: Mr. Byron Price Ms. Paulette Carr Mr. Stephen Kraft Mr. Terry Crow Mr. Michael Glickert Mr. Arthur Sharpe, Jr. Also in attendance was the City Manager Lehman Walker. C. APPROVAL OF AGENDA Mr. Glickert moved to approve the agenda, seconded by Mr. Sharpe and the motion carried unanimously. D. PROCLAMATIONS Proclamation - Building Safety Month. A proclamation that supports the City’s continuing efforts to address critical issues of safety, energy efficiency and resilience in the built environment that affects the citizens of University City. E. APPROVAL OF MINUTES 1. March 24, 2014, City Council Regular Session minutes were moved for approval by Mr. Sharpe, was seconded by Mr. Kraft and the motion carried unanimously. 2. February 25, 2006 minutes, created from notes available, was moved for approval by Ms. Carr and was seconded by Mr. Crow. Ms. Carr asked that the minutes reflect that they were recreated from Mr. Mulligan’s notes. Mayor Welsch stated that she would not be voting to approve minutes from eight years ago that were created from notes without any input from the individuals who were in attendance at the meeting. Voice vote on the motion of Ms. Carr carried unanimously, with the exception of Mayor Welsch. CITIZEN COMMENTS Jan Adams, 7150 Cambridge Ms. Adams stated that she would like to be allowed the opportunity to provide comments on the appointment to the Civil Service Board since it would be too late to do so at the designated time for citizen’s participation. Mayor Welsch ruled it was out of order. 1
