SWEARING IN <br /> <br />1. <br />Sam Jones was sworn in to the Plan Commission. <br />2. <br />Karen Culton will be sworn in to the Parks Commission at a later date. <br />3. <br />Katerina Koenigs will be sworn in to the Youth Commission at a later date. <br />4. <br />Irving Logan was sworn in to the Urban Forestry Commission in the City Clerk’s office. <br />5. <br />Robyn Williams was sworn into the Human Relations commission in the City Clerk’s office <br /> <br />H. PUBLIC HEARINGS <br /> <br /> <br />I. COUNCIL REPORTS/BUSINESS <br /> <br />1. <br /> <br />Council liaison reports on Boards and Commissions <br /> <br />Mayor Welsch read the appointments that were needed. <br />2. <br /> <br />Boards, Commissions and Task Force minutes <br />3. <br />Other Discussions/Business <br /> <br /> Employee involvement in Municipal Elections requested by Ms. Carr and Mr. Crow <br /> <br />Mayor Welsch stated that Mr. Sharpe had suggested that she ask the City Attorney for a <br />clarification on this issue prior to any discussion. <br /> <br />City Attorney Katie Forster stated that she was asked to attend this meeting in order to <br />discuss an employee’s participation in political activities. She stated that the City does <br />recognize an employee’s First Amendment and freedom of speech rights, and that <br />government employers are permitted to regulate their employee’s participation in partisan <br />political activities. Ms. Forster stated that primarily what Council would focus on was a <br />specific state statute that limits firefighter’s and police officer’s participation in political <br />activity, specifically, Section 67.145 of the Missouri State Statute. The statute states that <br />“No political subdivision shall prohibit a first responder from engaging in any political activity <br />while off-duty and not in uniform”. <br /> <br />Ms. Forster stated that at issue, is City firefighters who were pictured in campaign materials <br />while in uniform, which is a violation of Section 67.145. She stated that after the first <br />campaign mailing went out the City notified the firefighters’ attorney that there was a <br />2 <br /> <br /> <br />
