<br />Plan Commission <br /> <br />Meeting Minutes <br /> <br />February 27, 2013 <br /> <br />The Plan Commission held their regular meeting at the Heman Park Community Center located <br />at 975 Pennsylvania Avenue, University City, Missouri on February 27, 2013. The meeting <br />commenced at 7:00 pm. <br /> <br />Voting Members Present Voting Members Absent <br /> <br />Deidre Lewis (Chairperson) Ben Halpert <br />Ben Senturia Lisa Greening <br />Linda Locke <br />Cirri Moran <br />Evelyn Hollowell <br /> <br />Non-Voting Council Liaison Present <br /> <br />Mayor Shelley (for Councilmember Arthur Sharpe Jr.) <br /> <br />Staff Present <br /> <br />Andrea Riganti, Director of Community Development <br />Ray Lai, Deputy Director of Planning, Zoning, and Economic Development <br />Zach Greatens, Planner <br /> <br />Approval of Minutes <br /> <br />Ms. Locke requested a minor revision to the January 23, 2013 Plan Commission meeting minutes <br />to correct the spelling of Ms. Carol <br />approve the January 23, 2013 minutes with the correction. Ms. Moran seconded the motion and <br />it carried unanimously. <br /> <br />Public Hearing: Conditional Use Permit Application 12-11871 Installation and operation <br />of Loop Trolley in CC Core Commercial District and PA Public Activity District <br /> <br />The Chairperson announced that a public hearing was scheduled for Conditional Use Permit <br />application 12-11871 for installation and operation of the proposed Loop Trolley, a public utility <br />facility, in the Delmar Boulevard right-of-way from approximately Sgt. Mike King Drive to the <br />eastern City limits, located in the CC Core Commercial District and PA Public Activity <br />District and the applicant was Joe Edwards with the Loop Trolley Company. The Chairperson <br />stated that the public hearing notification requirements had been met in accordance with Article <br />15 of the Zoning Code. res and criteria for <br />reviewing Conditional Use Permits and amendments to them (Zoning Code Section 34-132.2). <br />The Chairperson stated that the Plan Commission must consider whether the use: a) Complies <br />with all applicable provisions of the University City Zoning Code; b) At the specific location <br />will contribute to and promote the community welfare or convenience; c) Will not cause <br />substantial injury to the value of neighboring property; d) Is consistent with the Comprehensive <br />Plan, neighborhood development plan (if applicable), and any other official planning and <br />tğŭĻ Њ ƚŅ А <br /> <br />
