development policies of the City; and e) Will provide off-street parking and loading areas in <br />accordance with the standards contained in Article 7 of the University City Zoning Code. <br /> <br />Staff provided an overview of maps and pictures of the Delmar Loop area. <br /> <br />Mr. Joe Edwards explained the proposal for the Loop Trolley. He stated that he agreed with <br />that <br />staff should delete the requirement that the Loop Trolley have to pay to find nine parking spaces <br />to replace those that the trolley would eliminate. Mr. Edwards reminded the commission that <br />when the Great Rivers Greenway made the trail along Melville, it eliminated some parking <br />spaces and they did not have to replace all of the parking spaces. He added that Doug Campion <br />was representing the Loop Trolley project, but his contract expired and Kevin Lasater with <br />Musick Construction Company was now coordinating construction of the project. <br /> <br />Kevin Lasater with Musick Construction Company and a volunteer with the Loop Trolley <br />Company addressed the Plan Commission. He stated there had never been a traffic study <br />completed for the Trolley, but Crawford, Bunte, Brammeier (CBB) Traffic and Transportation <br />Engineers, had recently met with staff and an outline was developed for what was required for <br />the traffic study which was submitted to staff. He explained the proposed operation of the <br />Trolley and the changes that would be required to the right-of-way. <br /> <br />Questions/Comments from Plan Commission members and responses from the applicant <br />included: <br /> <br /> <br />-The Police Chief, Charles Adams, was asked if there were any concerns regarding access <br />to and from Delmar Boulevard for emergency vehicles. Chief Adams stated that <br />emergency vehicles would have access to and from Sgt. Mike King Drive and should not <br />have a problem navigating through the streets with the Trolley in place. He stated that <br />emergency vehicles would be able to navigate any new routes and that there was always <br />traffic in the way on emergency runs, so it would not change from the way it is now. <br /> <br />-Mr. Edwards was asked about the loading that occurs in The Loop with trucks parked in <br />the middle lane. Mr. Edwards stated that there was a loading zone in front of Blueberry <br />Hill which can also be used for the businesses across the street. He stated the businesses <br />could coordinate with one another and work with the companies making deliveries. <br /> <br />Mr. Rich Wilson, Director of Public Works and Parks, addressed the issue with loading zones. <br />He stated they were recently authorized to move forward with a parking and loading zone study <br />for The Loop to examine the most efficient way to include loading zones. He stated they would <br />be able to restripe the loading zone areas to the s standards and that before Trolley <br />construction would begin, they would have the answers regarding the loading zones and be able <br />to stripe accordingly. <br /> <br />The Plan Commission members discussed the impact that construction of the Trolley line would <br />have on the area and the traffic impacts. <br /> <br /> <br />tğŭĻ Ћ ƚŅ А <br /> <br />
