Srinivas Yanamanamanda with CBB explained some of the information in the traffic study to the <br />Plan Commission members. <br /> <br />Public Comments <br /> <br />Ms. Elsie Glickert 6712 Etzel, addressed the Plan Commission. Ms. Glickert stated that this <br />proposed development was for the economic development of property owners east of Skinker, <br />and east of Rosedale. She stated that the residents of University City did not have a vote in this <br />matter and that votes were determined by acreage of property owners in this Trolley District <br />which included 15 owners plus Washington University, which created this Loop Trolley District. <br />She stated that ballots were cast by mail to the circuit court of St. Louis County and it never <br />mentioned extending the District west of Kingsland. She stated she was concerned about the <br />stub in front of Library which is west of Kingsland and the impact it would have on the historic <br />district, public safety, and that the library would become a public restroom. She added that those <br />for the Trolley were only concerned about economic development east of Skinker and east of <br />Rosedale and Loop shoppers would not drive through the Loop if the Trolley was constructed. <br /> <br />Jen Jensen 706 Pennsylvania, addressed the Plan Commission. Ms. Jensen stated she received <br />the traffic report and the staff report and had concerns about it. She stated the staff report did not <br />address citizen concerns stated at previous public meetings and final citizen input was not <br />represented in the staff recommendations. She stated that concerns were recently raised at public <br />traffic meetings and no solutions had been presented tonight. She added that she was concerned <br />about the impact on the historic district and the traffic levels. She added that citizen input should <br />be completed before a decision is made. <br /> <br />Pat Forster 7438 Stratford, addressed the Plan Commission. Ms. Forster stated that there <br />should not be a vote tonight without adequate information and the traffic study was based on the <br />plaza having a roundabout. If the roundabout did not move forward, it would change the results <br />of the study. She also asked about what would happen with the money if the roundabout did not <br />move forward. <br /> <br />Dean Smith 6934 Dartmouth, addressed the Plan Commission. Mr. Smith stated he was <br />concerned about the neighborhood character in this area and that the Trolley would fit in with the <br />character of Delmar to the east of Kingsland, but west of Kingsland was an area of government <br />and institutional buildings set back from the street with gardens and greenery. He stated he <br />would like to see the Trolley line stop to the east of Kingsland which would help to avoid some <br />of the problems discussed and then it would not impact traffic on Kingsland. He stated that both <br />areas would be better off if kept east of Kingsland. <br /> <br />Tom Hahs resident in condos at corner of Westgate and Delmar, addressed the Plan <br />Commission. Mr. Hahs stated that he had concerns about the Trolley being installed on <br />permanent rails which could add to maintenance problems over time, and electric lines to power <br />the Trolley would create safety concerns. <br /> <br /> <br />tğŭĻ Ќ ƚŅ А <br /> <br />
