Ms. Locke made a motion to approve C.U.P. application 12-11871 to allow a public utility <br />facility in the CC and PA Districts with conditions set forth in Attachment B of the Staff Report. <br />The motion was seconded by Mr. Senturia. <br /> <br />Ms. Lewis asked for any further discussion. <br /> <br />Additional Questions/Comments from Plan Commission members included: <br /> <br />Additional comments from Plan Commission members included: <br /> <br /> <br />-The conditions of approval are satisfactory, as well as oversight by staff members <br />regarding public safety. <br /> <br />-The Trolley would be a good addition to The Loop. Concern about police access to <br />Delmar was adequately addressed, but would like to know more about Fire Department <br />concerns. Unknown traffic congestion was still a concern. <br /> <br />-Concern expressed about potential changes that could worsen conditions on Delmar and <br />not enough information provided. <br /> <br />-This project will add something different that could make University City better. <br /> <br />The motion carried by a vote of 4 to 1. <br /> <br />Ms. Riganti stated the item would be brought before City Council at their March 11 meeting. <br /> <br />Other Business <br /> <br />Draft Parkview Gardens Neighborhood Sustainable Development Plan Discussion of <br />proposed revisions to Draft Plan <br /> <br />Mr. Lai provided an explanation and background information. He stated that in December, the <br />Plan Commission endorsed certain changes to be made to the text and diagrams in the Plan <br />document. He stated that the consultant had made the changes and removed references to the <br />redevelopment of Parking Lot 4. He stated that a memo had been distributed to Plan <br />Commission members with attachments including the proposed changes. He stated that the <br />request before them was for consideration of the changes and endorsement of those changes to <br />be made to be incorporated into the revised Draft Plan which would then be presented to the <br />public. He added that eventually, endorsement of the full plan would be scheduled and the <br />recommendation would be forwarded to City Council. <br /> <br />Questions/Comments from Plan Commission members and responses included: <br /> <br /> <br />-Have all changes been incorporated? Mr. Lai confirmed that the changes were <br />incorporated and reflected what the Commission had recommended in July of 2012. <br /> <br />-Is the requested action to vote on endorsing the changes? Mr. Lai stated that the <br />Commission was being asked to endorse the changes to be incorporated into the Plan <br />document which would then be presented to the public. <br /> <br />tğŭĻ Ў ƚŅ А <br /> <br />
