1 <br /> R• <br /> Session 1515, Minutes Page 6 <br /> April 2, 1990 <br /> ThORITY, USES TO WHICH REVENUE MAY BE PITT, AND CREATING A UNIVERSITY CITY <br /> OLIVE EAST SPECIAL BUSINESS DISTRICT ADVISORY COMMISSION. <br /> Bill No. 7954 was given its second reading. <br /> Bill No. 7954 was given its third reading. <br /> Mrs. Thompson moved that this bill be adopted as an ordinance. Mr. Schoamer <br /> seconded the motion. Upon roll call, the following vote was recorded: AYES: <br /> Councilmembers Price, Adams, Wagner, Schuman, Schociner, Thompson, and Mayor <br /> Majerus. NAYS: None. Bill No. 7954 became Ordinance No. 5746. <br /> Mayor Majerus asked Mr. 011endorff to comment on Bill No. 7955 prior to second <br /> reading. He said he agreed with the perception that the proposed business li- <br /> cense fee schedule in this bill was unfair. He said Council could choose to <br /> approve the bill as it currently is and let an election take place; to defeat <br /> the bill and start over again (state law does not permit an amendment once the <br /> process is started) which would be difficult but could be done; or to pass it <br /> as is but with the understanding that the full amount of tax would not be lev- <br /> ied. Mr. Schoamer said there were two places where members of the electorate <br /> may make a decision--they can vote for or against the measure, and once the <br /> Commission is set up, it can ask for a limit on the levy. He felt it was ap- <br /> propriate for Council to approve the bill as submitted. Mrs. Schuman said she <br /> felt formation of a special district was an extremely important tool for the <br /> improvement of Olive West, and she wanted to see the business community there <br /> support this measure; however, many seemed to have strong reservations which <br /> they shared with Council. She said she would rather see the process start <br /> over with the fee structure cued to something that the business people un- <br /> derstand and can live with. Mr. Price agreed, suggesting that a new start <br /> should result in clearing up a lot of misinformation. In response to Mayor <br /> Majerus, Mr. 011endorff said he had been told that if Council would hold one <br /> special meeting over the next few months, there would not need to be a year's ' <br /> delay and it would be possible to meet the August deadline for next year's tax <br /> bills. Mr. Adams agreed with the views of Councilmembers Schuman and Price, <br /> and felt that a fully explained new measure with a fairer tax schedule would <br /> engender more support. <br /> Bill No. 7955 was given its second reading. <br /> 1 <br /> Bill No. 7955 was given its third reading. <br /> Mrs. Schuman moved that this bill be defeated. Mrs. Thompson seconded the mo- <br /> tion. Upon roll call, the following vote was recorded: AYES: Councilmembers <br /> Adams, Wagner, Schuman, Thompson, Price, and Mayor Majerus. NAYS: Council- <br /> member Schoomer. The motion to defeat carried by a vote of six to one. <br /> BILL NO. 7956 - AMENDING CHAPTER 21 MUNICIPAL CODE RELATING TO MOTOR VEHICLES <br /> AND TRAFFIC BY REPEALING SECTION 21-119 RELATING TO PROHHBIl'1'W PARKING IN CER- <br /> TAIN PLACES, AND ENACTING IN LIEU THEREOF A NEW SECTION TO BE KNOWN AS "SEC- <br /> TION 21-119. PARING PROHIBITED IN SPECMIED PLACES; EXCETIONS," SO AS TO <br /> PROHIBIT PARKING IN FRONT OF A PRIVATE OR PUBLIC DRIVEWAY. <br /> Bill No. 7956 was given its second reading. <br />
