Session 1514, Minutes
March 12, 1990 Page 6
be held. She noted that after previous meetings, a summary was sent to each
owner that explained everything that was discussed during the meeting.
LIQUOR LICENSE - 630 NORTH AND SOUTH ROAD
The City Manager said the European Caffe, 630 North and South, applied for a
license to sell beer and wine by the glass at retail. He said the staff found
no reason not to grant the license, however, the Council might wish to discuss
that the present site plan has no limit on operating hours. He also reminded
Council that outdoor service was approved for this location, and a liquor li-
cense approval world apply to that also. In addition, he discovered just to-
day that the restaurant is considering expanding into an adjoining space.
Mr. Dave Weaver, proprietor of the European Caffe, said he submitted a prelim-
inary layout increasing the restaurant size to the County Health Department
last Friday, and will submit a detailed plan to University City soon. He said
many restaurant patrons like to have wine or beer with their meals. Mr. 01-
lendorff noted that the requested license would cover only the existing prem-
ises, not the expanded space. He thought Council might wish to indicate to
the Weavers if other conditions should be attached to the site plan, and then
consider the liquor license later, with the site plan.
Mr. Wagner asked about parking. Mr. Weaver said the intention was mainly to
expand the dinner business, and that there is no parking problem after 5 p.m.
although lunch period parking is sanetimes difficult. He said there is a pos-
sibility of renting a nearby parking area for evening use.
Mayor Majerus suggested tabling this matter without prejudice. Mr. 011endorff
told Mr. Weaver that Council could put conditions only on the site plan, not
the liquor license, so it seemed wise to consider both at the same meeting.
Mr. Adams asked Mr. Weaver to indicate on the site plan what the hours of op-
eration are, and whether the outside seating was to be expanded.
Mr. Adams moved to table without prejudice. Mr. Schoomer seconded the motion,
which carried unanimously.
QDNDITIONAL USE - 6517-19 DELMAR BOULEVARD
The City Manager concurred in the Plan Commission recommendation that a carry-
out
e`
restaurant use be approved at Brandt's, 6517-19 Delmar, subject to a re-
vised requirement that an exhaust system be installed or other means taken to
prevent any food preparation or cooking odors beyond the property line or in
the apartment units in the complex.
Mr. Price moved approval with the above condition. Mrs. Thompson seconded the
motion, which carried unanimously. Mr. Brandt said the new facility will open
(Ime about June 1st.
SITE PLAN 524 EAST DRIVE
The City Manager recommended approval of a plan to build a two-story home at
