All vot- <br /> ed Aye. <br /> PERSONNEL REPORT <br /> The Personnel report for the week ending March 10, 1990 was received and or- <br /> dered filed. <br /> POLICE DEPARTMENT REPORT <br /> The Police Department report for the month of January, 1990 was received and <br /> ordered filed. <br /> CITIZEN CAIS <br /> Mr. Jerry Finley, 112 Dawnridge, Director of Client Services for Abbott Ambu- <br /> lance and liaison between Abbott and University City, said he attended the <br /> meeting to let all concerned know that he and Abbott were here to serve, and <br /> that he should be informed if there were any problems that needed addressing. <br /> BILLS FOR SECOND AND THIRD READINGS <br /> BILL NO. 7950 - AMENDING CHAPTER 28 MUNICIPAL CODE RELATING TO STREETS AND <br /> SIDEWALKS, BY AMENDING SECTION 28-2 BY CHANGING ITS DESIGNATION TO SECTION 28- <br /> 2.1 AND ADDING A NEW SECTION TO BE DESIGNATED SECTION 28-2.2 PROHIBITING THE <br /> RIDING OF BICYCLES AND/OR SKATEBOARDS ON SIDEWALKS AND PEDESTRIAN AREAS IN THE <br /> DELMAR LOOP SPECIAL BUSINESS DISTRICT. <br /> Prior to the second and third readings of Bill No. 7950, there were several <br /> requests to address the Council. <br /> Mr. Shawn Jacobs, Cicero's, 6510 Delmar, said the University City Loop Special <br /> Business District Commission and Loop merchants all felt that this bill should <br /> be passed because skateboarders had become a menace in the Loop. In response <br /> to Mr. 011endorff, Mr. Jacobs said he had never seen anyone actually knocked <br /> down by a skateboarder. Mr. 011endorff said although skateboarders were fair- <br /> ly numerous, he had never seen anyone endangered by one. Mr. Jacobs said the <br /> merchants were not opposed to bicyclists or skateboarders, but simply wanted <br /> them off the sidewalks so as to safeguard pedestrians. <br /> Mr. Sheldon Margulis, A Collector's Bookshop, 6275 Delmar, said he was not op- <br /> posed to skateboarders and even thought an area should be set aside for them. <br /> He gave three letters from Loop business people who support Bill No. 7950 to <br /> the City Clerk to copy and distribute to Council.. He said a large number of <br /> elderly people have complained about the skateboarders and said they would not <br /> return to the Loop. In response to Mr. 011endorff, Mr. Margulis said he had <br /> no objection to bicyclers as long as they didn't ride on the sidewalk, and in <br /> fact he thought having scare bicycle racks in the Loop would be a good idea. <br /> 2yy <br />
