He <br /> said Council has already approved a resolution spelling out the exact boundary <br /> and setting up this public hearing. All property owners in the proposed dis- <br /> trict have been notified. Following the public hearing, the next appropriate <br /> step is to direct preparation of a bill establishing the district. <br /> Mayor Majerus opened the public hearing at 7:39 p.m. She noted that Council <br /> has received four letters in support of the proposed district from business <br /> owners (Wino Window, R. T. Thomas, Packaging Materials, and Super-Clean <br /> Laundries) unable to attend the public hearing. <br /> Mr. Steve Adelman, Adelman Realty, 935 S. Skinker, said his firm believes this <br /> commercial area needs the same type assistance that Olive properties further <br /> west have accomplished with the Tax Increment Financing District and also the <br /> Loop Business District. He said businesses in this area should be more than <br /> willing to improve their own properties, however, if this special taxing dis- <br /> trict assures that the work will be done, there should be no objections. One <br /> of the objectives of the new district will be to encourage new investment, and <br /> in the near future, he said he will present plans for an office-warehouse <br /> project on the corner of Kingsland- and Vernon. <br /> Mr. Mark DuBro, 11174 Fairborough Court, said he has owned a business in Uni- <br /> versity City for 11 years, and was in favor of implementing the proposed spe- <br /> cial business district. He felt it was needed in order to improve this busi- <br /> ness district and the community. <br /> Mr. Tan Hoffman, Unitog Rental Services, 6200 Olive, said his firm was very <br /> interested in having the new business district came about. He noted that his <br /> company has spent a great deal of money on the building and grounds, and any- <br /> thing that will benefit the district should be supported. <br /> Mr. Marvin Schneider, 12331 Ladue Road, agreed with the preceding speakers, <br /> adding that he also has made large commitments of time and money to the area, <br /> and felt that the proposed special business district would result in definite <br /> improvement. <br /> Mr. Tam Matheny, 586 Monceau Drive, owner of Matheny Heating and Cooling, 6317 <br /> Olive, said his business has a long-term commitment in University City, and he <br /> was in favor of the measures that must be taken for a special taxing district. <br /> He did ask that the City give some attention to the effect of such a district <br /> on the business license of retail operations in the area, since he felt it may <br /> have an adverse effect on business owners regarding amount of taxes collected. <br /> Mrs. Thompson asked Mr. 011endorff the size of the proposed district, how many <br /> residents are located in the district, and what will happen to them. Mr. 01- <br /> lendorff said there will not be any adverse effects on the few residents in <br /> the area. He said a map with the district outlined was recently distributed <br /> to Council, but he described the boundaries and what was included. <br /> (Ime Mr. Paul E.
