Session 1513, Minutes Page 5 <br /> (1001 February 26, 1990 <br /> the Conference was very well attended, with people listening carefully and <br /> taking copious notes. <br /> Mrs. Schuman also said that Illinois plans to ban yard waste dumping in land- <br /> fills starting in July, 1990, and proposed legislation in Missouri will ban it <br /> in 1992. <br /> PERSONNEL REPORT <br /> The Personnel report for the week ending February 24, 1990 was received and <br /> ordered filed. <br /> CITIZEN COMMENTS <br /> Mrs. Wilma Kennell, 1332 Purdue, asked the Council to help in eliminating the <br /> practice of tapping trees (drastic removal of a tree's crown) in University <br /> City. She said topping is never good care for trees, since it can result in <br /> sun scald and other conditions, invariably weakening the tree and even killing <br /> it. She said it usually is not obvious that the tree has been weakened, and <br /> people climbing or working in the trees may be injured. She said a number of <br /> cities and states have laws prohibiting topping and she felt University City <br /> should adopt one, also. <br /> Mayor Majerus thanked Mrs. Kennell and said the Council will take her remarks <br /> under advisement. <br /> Mr. Adams asked that the City Forester report to Council on this issue. Mayor <br /> Majerus agreed, and said she also found the practice of topping appalling. <br /> BILLS FOR SECOND AND THIRD READINGS <br /> Prior to second and third readings of Bill No. 7948, Councilmember Adams moved <br /> an amendment starting on line 7 of the title, to read as follows: "amending <br /> said section so as to add a prohibition against smoking in certain buildings <br /> or sections of buildings in University City and giving owners and leaseholders <br /> the option to prohibit smoking in other buildings and sections of buildings; <br /> containing a saving clause and providing a penalty." The same amendment will <br /> apply to Section 1 (starting on line 6) of this bill. Mr. Schoomer seconded <br /> the motion, which carried unanimously. <br /> BILL NO. 7948 (AS AMENDED) - AMENDING CHAPTER 23 MUNICIPAL CODE RELATING TO <br /> OFFENSES - MISCELLANEOUS BY REPEALING SECTION 23-33, AND ENACTING IN LIEU <br /> THEREOF A NEW SECTION TO BE KNOWN AS "SECTION 23-33. SMOKING IN CERTAIN <br /> PLACES PROHIBITED," SO AS TO ADD A PROHIBITION AGAINST SMOKING IN CERTAIN <br /> BUILDINGS OR SECTIONS OF BUILDINGS IN UNIVERSITY CITY, AND GIVING OWNERS AND <br /> LEASEHOLDERS THE OPTION TO PROHIBIT SMOKING IN OTHER BUILDINGS AND SECTIONS OF <br /> BUILDINGS. <br /> Bill No. 7948 (as amended) was given its second reading. <br /> (me Bill No. 7948 (as amended) was given its third reading. <br /> Mr. Adams moved that this bill be adopted as an ordinance.
