Session 1513, Minutes Page 4
February 26, 1990
ILOk
tion for a charitable soliciation permit to solicit in front of University
City businesses where prior permission has been obtained on May 10-11, 1990.
The organization plans to use donations to support two medical centers in Is-
rael
f:
that provide medical research and services to all regardless of race.
Mr. Schoaner moved approval, with Mr. Adams seconding the motion. All voted
Aye.
BIDS FOR PURCHASE OF REFUSE TRUCK
The City Manager recommended purchase of a refuse packer from the low bidder,
Broadway Ford, at a net (after trade-in) cost of $70,610.57, as detailed on
the information sheet sent to Council earlier. This vehicle meets City speci-
fications except for height limit, and will be utilized for the proposed roll-
out cart automated collection routes to be set up this summer. He noted that
this truck is not equipped to take care of the dumpster collection or plastic
bag routes.
Mr. Wa moved approvalas recommended with Mr. Adams seconding gnat the motion.
In response to Mrs. Schuman, Mr. 011endorff said this truck can handle any
container from 60 to 400 gallons with no operator modification required.
Mr. Wagner asked what equipment was being traded in. Mr. 011endorff said it
was a five-year old, side-loading vehicle.
Mrs. Schuman asked about the delivery date, and Mr. 011endorff said it was
four to six months, which will give the City time to set up the new routes
with the roll-out carts.
Mayor Majerus said it seemed that the City should have its yard waste program
in place before instituting the roll-out cart program. Mr. 011endorff said
the City will continue to separately collect yard waste, which ranges from
brush piles and bundles, leaves or bags of leaves at the curb in the fall
just as is done now.
Mayor Majerus noted that once the roll-out cart program goes into effect, it
will mean once a week pickup. Mr. 011endorff said that was correct, and the
carts were large enough to take a week's worth of refuse.
Responding to Mr. Wagner, Mr. 011endorff said there were no current plans to
phase out the dung stens, but sane of the bag routes will be replaced rather
soon with the roll-out containers.
Mrs. Schuman recalled that one of the things emphasized at the conference she
attended was that total recycling is too expensive to continue with twice a
week pickup, and the recommendation was for once a week recycling and once a
week refuse pickup.
All voted Aye to approve the recommended bid.
(00 Mrs. Schuman commented that Public Works Director.
