Garas, 7147 Delmar, said he owned 13 properties in University
City and did not feel it was fair to hold the property owner responsible for
litter or refuse that was put out too early by tenants. He has had to go to
court four times, but felt the tenants rather than himself should be held re-
sponsible for failing to observe City ordinances. He said he could not con-
stantly monitor all the properties he owns, although he realized they must be
kept clean.
Mayor Majerus suggested that Mr. Garas try to work out a solution with the
Deputy City Manager. Ms. Glassman said she would be happy to meet with Mr.
Garas, but noted that it should be understood that a landlord is ultimately
responsible for his tenants and their handling of refuse.
BILS FOR SECOND AND Tf-IIRD READIN
BILL NO. 7939 - PROVIDING FOR THE SUBMISSION TO THE QUALIFIED VOTERS OF UNI-
VERSITY CITY THE SETTING OF CERTAIN LIBRARY FEES SO AS TO INCREASE SAID FEES,
