•
Session 1511, Minutes Page 2
ILle January 22, 1990
Mayor Majerus said the Council was grateful to Mr. Green, Mr. Sabol and Mrs.
Glickert for their willingness to again serve and advise the Council.
ANNOUNCEMENT
Deputy City Manager Susan Glassman said that several hundred community leaders
met in early December to initiate a campaign in which a commitment was made to
work for a drug-free city. The first step has been taken, with the Schools
and City announcing their intention to introduce the D.A.R.E. (Drug Awareness
Resistance Education) program during the 1990-91 school year. The program is
taught by police officers, and has been found to be effective elsewhere. On
February 6, University City Police Officers Peggy Armantrout and Ernest Green
will begin training for this program at the Illinois State Patrol Academy. In
addition, the University City Schools Community Outreach Team announced it
would make $1300 available to help fund materials needed for the program.
Mayor Majerus said it was gratifying that the program was moving along so rap-
idly, which she felt was due to the large number of involved citizens.
Mrs. Schuman said she will circulate to Council a report on the D.A.R.E. pro-
gram and the efforts of the Outreach Team. She noted that other cities have
found not only measurable success in terms of reduction in drug and alcohol
abuse as children move into junior and senior high school, but improved rela-
tionships between police and community youth, sharp declines in student disci-
pline problems, decreased rates of absenteeism, and increased awareness by
students of their own rights and responsibilities. She commended the Univer-
sity Police Deft for moving ahead with training for this program.
SPECIAL VISITORS
Mrs. Schuman introduced and welcomed University City Boy Scout Troop 102, who
were attending the meeting as part of the requirements for a merit badge. Mr.
Wagner noted that his two sons had been members of this same troop some years
ago, and seeing this group brought back many fond memories. He asked the
troop to stand, and there was a round of applause.
CITY MANAGER'S REPORTS_
CONSIDERATION OF BIDS FOR LANDSCAPE FRONT LOADER
The Deputy City Manager said six dealers were invited to bid on a landscape
front loader for park maintenance, including a trade-in allowance on a 1976
Ford highlift, with the following response:
Company Unit Trade-In Total
Brinker Tractor Sales, Inc.
Massey Ferguson 50EX $29,720.00 $9,000.00 $20,720.00
Case Power & Equipment
1:meCase 480FLL 25,425.00 2,500.00 22,925.00
Winning Equipment Company
Ford 445C (foreign made) $27,274.00 $4,000.00 $23,274.00
