He noted that this bill must be passed tonight since <br /> it is designed to accompany Bill No. 7946. Mayor Majerus said that was cor- <br /> rect, but the ordinance can always be added to in the future. <br /> Mr. Schoomer said the proposed Charter amendment ent forbids the removal of any <br /> tract that has been designated as a park, and the use of either word (addition <br /> or amendment) is irrelevant since the Charter provision takes precedence over <br /> the ordinance. No future City Council could delete park land as Mr. Gale has <br /> suggested without changing the Charter again (which requires an election) . <br /> BILL NO. 7945 - AMENDING CHAPTER 2 MUNICIPAL CODE RELATING TO A MINISTRATION, <br /> AND ENACTING THEREIN A NEW SECTION TO BE KNOWN AS "SECTION 2-48.2 PARKS AND <br /> RECREATION FACILITIES DESIGNATED." <br /> Bill No. 7945 was given its second reading. <br /> Bill No. 7945 was given its third reading. <br /> Mr. Schoomer moved that this bill be adopted as an ordinance. Mr. Adams sec- <br /> onded the motion. Upon roll call, the following vote was recorded: AYES: <br /> Councilmembers Price, Adams, Wagner, Schuman, Sdhoomer, Thompson and Mayor Ma- <br /> jerus. NAYS: None. Bill No. 7945 became Ordinance No. 5737. <br /> Prior to the second and third readings of Bill No. 7946, Mr. Adams moved a mi- <br /> nor technical amendment, with the same sentence to be added on page 2 (at the <br /> end of the second paragraph under PROPOSITION NO. 19) and page 3 (at the end <br /> of the first paragraph under PROPOSITION NO. 19) , as follows: "This amendment <br /> shall become effective on its adoption by a majority of the qualified electors <br /> voting thereon." Mr. Schoomer seconded the motion. The roll call vote was as <br /> follows: AYES: Councilmembers Adams, Wagner, Schuman, Schoomer, Thompson, <br /> Price, and Mayor Majerus. NAYS: None. <br /> BILL NO. 7946 (AS AMENDED) - PROVIDING FOR THE SUBMISSION TO THE QUALIFIED <br /> VOTERS OF UNIVERSITY CITY AN AM NDKENT TO THE CHARTER OF SAID CITY, TO BE SUB- <br /> MITTED TO SAID ETECTORS AT THE GENERAL ELECTION APRIL 3, 1990, PROPOSING THE <br /> FOLLOWING AMENDMENT: TO AMEND ARTICLE XI. PUBLIC IMPROVEMENTS GENERALLY, BY <br /> ADDING A NEW SEcITON DESIGNATED "SECTION 98. RESTRICTION ON THE SALE OF ANY <br /> DEDICATED PARK IN UNIVERSITY CITY WITHOUT A MAJORITY VOTE OF DIE ELECTORS." <br /> Bill No. 7946 (as amended) was given its second reading. <br /> Bill No. 7946 (as amended) was given its third reading. <br /> Mrs. Thompson moved that this bill be adopted as an ordinance. Mr. Schoomer <br /> seconded the motion. Upon roll call, the following vote was recorded: AYES: <br /> Councilmembers Wagner, Schuman, Schoomer, Thompson, Price, Adams, and Mayor <br /> Majerus.
