Session 1511, Minutes Page 7 <br /> cope January 22, 1990 <br /> CERTAIN REAL PROPERTY OWNED BY THE CITY WITHOUT APPROVAL BY FOUR-SEVENTHS <br /> (4/7THS) OF THE OUALIr iEy ELECTORS." <br /> Bill No. 7947 was given its second reading. <br /> Bill No. 7947 was given its third reading. <br /> Mr. Price moved that this bill be adopted as an ordinance. Mrs. Thompson sec- <br /> onded the motion. Upon roll call, the following vote was recorded: AYES: <br /> Councilmembers Schuman, Schocaner, Thompson, Price, Wagner, and Mayor Maj erus. <br /> NAY: Councilmember Adams. Mrs. Schuman noted that she voted Aye only because <br /> the Council was required legally to put this proposal on the ballot, but she <br /> heartily disapproves because of the super majority requirement that violates <br /> the one-man, one-vote rule in the United States. In addition, the ordinance <br /> as written will provide many obstacles to the City in its future development <br /> activities. Mr. Schoomer echoed Mrs. Schuman's remarks. Bill No. 7947 became <br /> Ordinance No. 5739. <br /> Mr. Henry Kaltenthaler, 765 Harvard, speaking on behalf of those who spear- <br /> headed the effort to formulate the proposed Charter amendment and those who <br /> circulated and signed petitions, said he wished to thank the Mayor, Council <br /> and City Manager's office for the efforts they put forth in working out an al- <br /> ternate version of the amendment. He said it was their belief that Proposi- <br /> tion No. 19 does what they originally hoped to achieve with what is now Prop- <br /> osition No. 20. He said they looked forward to working with the City for the <br /> successful passage of Proposition 19. <br /> Mayor Majerus commended Mr. Kaltenthaler's group for their cooperation and the <br /> hard work that went into the drafting of Proposition 19. She said the City <br /> looks forward to working with this group to gain voter approval of this propo- <br /> sition. Mrs. 'Thompson asked about informing the voters, and the Mayor said <br /> educational materials will be circulated to inform voters of the difference <br /> between the two propositions. She thought that with the cooperation and as- <br /> sistance of the Treesavers group, this effort will be successful. She said <br /> she looked forward to working with the group for the successful passage of <br /> Proposition 19. <br /> ANNOUNCEMENTS <br /> Mayor Majerus said the annual Missouri Municipal League Legislative Conference <br /> will be held on February 28 March 1 in Jefferson City, and she urged any coun- <br /> cilmember who is able to attend to do so, since this is a good time to lobby <br /> elected state representatives to convince them to look kindly on their cities. <br /> Mrs. Schuman said there will be an important dual historic preservation meet- <br /> ing in University City and Quincy, Illinois in May, one of only three being <br /> held in the entire country. Ms. Glassman said University City and Quincy were <br /> chosen by the National Trust for Historic Preservation as localities that do <br /> important and interesting work in historic preservation, and state and nation- <br /> al officialswill gather at this conference to study the ways in which a local <br /> (poi government protects and enforces historic preservation legislation. She said <br /> an interesting coincidence is that Quincy is the home town of Mayor Majerus. <br />
