Mr. 011endorff said the City cannot spend the money un- <br /> less it is specifically appropriated by the Council. <br /> Mr. Price asked the cost for containers to expand aluminum recycling to the <br /> rest of the City. It was determined to be about $24,000. <br /> Mrs. Schuman asked when more details will be available on where the expansion <br /> will occur, and said she also hoped sane way could be found to provide a tem- <br /> porary place to deposit cans for those not initially involved. Mr. 011endorff <br /> said Council will receive a report within two weeks. The Mayor encouraged <br /> counci]members with questions or suggestions to contact Mr. 011endorff. <br /> .All voted Aye. <br /> PLAN DEPARTMENT COMPUTER BIDS <br /> The City Manager said four bids were received for the first phase of the Plan- <br /> ning Department computer system, as follows: <br /> Creative Business Services, Inc. $36,094.00 <br /> Microge 37,757.00 <br /> Ashford Computer Center 41,524.00 <br /> Forsythe Computers 51,595.05 <br /> It was recommended that the contract be awarded to Creative Business Services, <br /> Inc. , based on their low bid, but deleting a printer and adding work stations, <br /> resulting in a total cost of $44,124.00. <br /> Mr. Schoamer moved acceptance of the recommended bid, with Mrs. Schuman sec- <br /> onding the motion. <br /> Mr. Wagner recalled that he had requested that the system chosen be compatible <br /> with the University City Residential Service (UCRS) system. Mr. 011endorff <br /> said that was a criteria in choosing the final bid, and he asked Mr. Goldman <br /> to comment. <br /> Mr. Al Goldman, Director of Planning, said there would be no change in the in- <br /> formation UCRS can access from Planning; the only change will be in the way it <br /> is done. He said it may even be possible to arrange a direct or telephone <br /> connection, which at present is impossible. He noted that for all Planning <br /> operations, including information going to UCRS, additional software (which is <br /> currently being developed) will be required. <br /> Responding to Mrs. Thompson, Mr. Goldman said the current system (shared with <br /> the Police Department) is eight years old, and has reached complete capacity. <br /> It can no longer handle both Police and Planning operations efficiently, and <br /> there is a great deal of downtime. However, he did not want to mislead anyone <br /> that the new system is the final answer, because it could be obsolete in as <br /> little as five years since this field is changing so fast. <br /> (we <br /> Mrs. Schuman was concerned about compatibility with the Police Department and <br /> the possibility of initiating programs where there was shared information. <br />
