Session 1512, Minutes Page 4 <br /> (me February 5, 1990 <br /> Mr. Goldman said PEDIS makes it difficult to share Police Department informa- <br /> tion, however, bidders were asked to supply optional bids for connecting to <br /> the Police; the low bidder believes it is possible, but can't guarantee it. <br /> Mr. Goldman said IBM must be involved in order to modify the Police minicom- <br /> puter, but he noted that other options were available than connecting to the <br /> Police Department mainframe. <br /> All voted Aye to approve the bid of $44,124 from Creative Business Services. <br /> CONDITIONAL USE PERMIT - 6221 VERNON AVENUE <br /> The City Manager recommended approval of a conditional use permit allowing the <br /> property at Vernon and Skinker to be used as a drive-through restaurant sub- <br /> ject to the following conditions: <br /> 1. Landscaping shall be installed and maintained in accordance with a de- <br /> tailed landscaping plan reviewed and approved by the Director of Planning. <br /> 2. A vinyl-coated chain-link fence, maximum eight (8) feet in height, and ap- <br /> propriate landscaping shall be installed along the west and north property <br /> lines except in those areas used for driveways. <br /> 3. The hours of operation shall be limited to 10:30 a.m. to 11 p.m. Sunday <br /> through Thursday and from 10:30 a.m. to 12 midnight on Friday and Satur- <br /> day, unless the loudspeaker volume is maintained in a manner that does not <br /> allow transmissions to be audible at existing neighboring residential <br /> buildings, in which case 1:00 a.m. closing is permitted on Friday and Sat- <br /> urday nights. <br /> 4. The drive-up window loudspeaker shall be located close to the driver's <br /> position and the volume shall be maintained low enough to avoid disturbing <br /> residents of nearby apartment buildings. <br /> 5. The approval of the City of St. Louis Traffic Division and the St. Louis <br /> County Department of Highways and Traffic shall be obtained for the drive- <br /> way entrances prior to the issuance of a building permit. <br /> 6. The angled undersized parking spaces depicted on the site plan submitted <br /> with the application and dated 1/12/90 shall each be labeled "For Compact <br /> Cars Only." <br /> 7. All lighting shall be directed away from the Eastgate Park basketball <br /> area. <br /> Mr. Adams moved approval, including all conditions. Mrs. Thompson seconded <br /> the motion. <br /> Mr. Edward Cody, representing Shoney's (owner of Lee's Famous Chicken) , said <br /> that approval of the subdivision plat (Consent Calendar Item #3) was a condi- <br /> tion of Shoney's taking title from the owner (Glenco Building and Investment) . ' <br /> He noted he had submitted to the City Attorney a covenant signed by Glenco and <br /> Shoney's that commits Shoney's to close on the property and remove the dere- <br /> lict building on the site. He said all conditions except No. 2 are acceptable <br /> on the conditional use permit. The entire site will be landscaped, he said, <br /> but Shoney's would like to erect a fence on the north only up to the driveway, <br /> as shown in the drawings, since Glenco wants development of the land it owns <br /> directly north of the site, possibly tying in to the Shoney's project in some <br /> way. There would be landscaping instead of the fence, he said. <br />
