Mr. 011endorff <br /> said the original recommendation was for either 11 p.m. or midnight closing; <br /> however, the applicant requested a 1 a.m. closing on Friday and Saturday. It <br /> was decided that if the noise level could be kept low enough not to disturb <br /> neighbors, the later closing hour could be observed. Mr. Wagner asked if that <br /> was possible, and Mr. Cody said he was certain it was becauge of the sound <br /> system that is used. He added that Shoney's has a long history of existing <br /> peacefully with its neighbors. <br /> In response to Mrs. Thompson, Mr. Cody said Shoney's has a number of installa- <br /> tions in several cities and has found that the 1 a.m. closing on Friday and <br /> Saturday serves a large number of people. There have not been problems with <br /> noise in other locations, and the sound volume is kept low at all times, not <br /> just at night. <br /> Mr. Sdhoomer asked if the requisite permits have been secured from the City of <br /> St. Louis, and if a formula has been devised for sales tax sharing. Mr. Cody <br /> said all St. Louis requirements have been met, and a final drawing was being <br /> prepared to show more detail of the curb cuts and driveway. He noted this has <br /> been a difficult site to develop because the city-county line goes through the <br /> middle, deterring many developers. Regarding sales tax, Mr. Cody said it was <br /> his understanding that since the cashier's station will be in University City, <br /> that is where the sales tax will be paid. <br /> Mr. Adams asked about easements, and Mr. Cody said there was only one on the <br /> north, and the reason for requesting a. variance on the fencing is that Glenco <br /> wants to keep the northern section of the property open since it is actively <br /> seeking a tenant. A fence all the way across would constitute a barrier and <br /> isolate the property. If no development is forthcoming in a year or two, the <br /> Council could then request that a fence be built. <br /> Mrs. Schuman said her concern was to make sure there was adequate fencing to <br /> screen and divide the parking lot from the Eastgate basketball courts. Mr. <br /> Cody assured her there would be. <br /> Mr. Schoamer asked Planning Director Al Goldman to respond to the fencing var- <br /> iance request. Mr. Goldman said his only concern was to separate the property <br /> front the park, and also to provide a barrier to prevent windblown debris from <br /> moving to other sites. As long as the north property line was protected with <br /> either landscaping or a fence, he would not object. Mr. 011endorff pointed <br /> out that Condition No. 1 requires landscaping approved by the Planning Direc- s <br /> tor, so Mr. Goldman will be able to monitor the landscape installation. <br /> Ms. Jen Jensen, 706 Pennsylvania, president of the Park Commission, said even <br /> though the Commission has been discussing Eastgate Park improvements for some <br /> months now, it has only been in the last few days that the Commission became <br /> aware that the adjacent site was to be redeveloped. She said the Conuuission <br /> held a meeting last Saturday with residents and landlords in the Eastgate Park <br /> area concerning the basketball courts and allied problems. She was in favor <br /> of the project, but felt the Commission should have been informed since it ad- <br /> 1460, joins a park that is being more fully developed, and particularly since it was <br /> announced that additional tenants will be sought for the property to the north <br />
