Session 1512, Minutes Page 7 <br /> Le February 5, 1990 <br /> dialogue between the two groups, and said the feelings of black parents that <br /> their children are not getting a good education should be addressed. Mayor <br /> Majerus said the City Manager and Superintendent of Schools met several times <br /> a month to discuss what each entity was doing, but she had no objection to <br /> meetings between the Council and School Board. <br /> Mr. Adams said there has been cooperation in the past between the City and the <br /> School District, but neither group has the right to tell the other haw to con- <br /> duct its business although discussion as individuals could be useful. Also, <br /> he did not feel the University City school system was doing a poorer job than <br /> any other system in providing education for all its students, based on those <br /> he teaches in the Junior College District. He realized the School District <br /> has problems, but felt they must be solved internally. In addition, he felt <br /> perhaps parents were expecting the schools to do too much, and the parents <br /> themselves were not doing enough to help their children. Mr. Alphin said the <br /> problem is serious racial polarization in University City, and the leaders of <br /> the City need to meet and discuss this. <br /> Mr. Price said both the City and the Schools have a vested interest in doing <br /> everything possible to make the schools better. He agreed with the Mayor that <br /> it was not necessary to be confrontational to get results, but if the issue is <br /> not addressed it could degenerate into a situation that no one wants. He said <br /> all must try to reach some common ground to try to solve the problems many <br /> perceive to be very serious. t <br /> Mr. Wagner noted there will be two new school board members after the April 3 <br /> election, and he felt it was encumbent on the candidates to address the prob- <br /> lems that many are upset about. <br /> Ms. Gloria Young, 6837 Julian, asked to address the Council on a different <br /> matter. Ms. Young spoke in favor of granting a liquor license to sell beer by <br /> the package to the operator of a store in her neighborhood. <br /> DILLS FOR SECOND AND THIRD READINGS <br /> None. <br /> $ILLS FOR INTRODUCTION <br /> BILL NO. 7948 - AMENDING CHAPTER 23 MUNICIPAL CODE RELATING TO OFFENSES - MIS- <br /> CELLANEOUS BY REPEALING SECTION 23-33 AND ENACTING IN LIEU THEREOF A NEW SEC- <br /> TION TO BE KNOWN AS "SECTION 23-33. SMOKING IN CERTAIN PLACES PROHIBITED," SO <br /> AS TO ADD A PROHIBITION AGAINST SMOKING IN BUILDINGS OR SECTIONS THEREOF IN <br /> UNIVERSITY CITY,AT THE.OPTION OF THE OWNER OR LEASEHOLDER OF THE BUILDING. <br /> A bill was introduced by Councilmenber Adams, entitled: <br /> "AN ORDINANCE AMENDING CHAPTER 23 OF THE MUNICIPAL CODE OF THE CITY OF UNIVER- <br /> SITY CITY RELATING TO OFFENSES MISCELLANEOUS, BY REPEALING SECTION 23-33 <br /> THEREOF, AS AMENDED BY ORDINANCE NO. 4918 ENAcrED MAY 5, 1975, AND ENACTING IN <br /> Irhwie LIEU THEREOF A NEW SECTION TO BE KNOWN AS 'SECTION 23-33.
