He said <br /> there were problems trying to clarify the legal ramifications, and he would <br /> have liked a stronger bill, but apparently it was not possible. <br /> BILL NO. 7949 - AMENDING CHAPTER 34 MUNICIPAL CODE RELATING TO ZONING, AND AR- <br /> TICLE IX RELATING TO SPECIAL HISTORIC DISTRICTS, BY AMENDING SECTION 34-113.2 <br /> SO THAT SUBSECTION (c) WILL PROVIDE THAT THE APPLICATION FOR AN ORDINANCE ES- <br /> TABLISHING AN HISTORIC LANDMARK OR DISTRICT SHALL BECOME NULL AND VOID IF THE <br /> CITY COUNCIL DOES NOT ENACT SUCH ORDINANCE WITHIN 180 DAYS FROM THE DATE THE <br /> PLAN COMMISSION RECEIVES THE REPORT OF THE HISTORIC PRESERVATION COMMISSION. <br /> A bill was introduced by Councilmember Schuman, entitled: <br /> "AN ORDINANCE AMENDING CHAPTER 34 OF THE MUNICIPAL CODE OF THE CITY OF UNIVER- <br /> SITY CITY RELATING TO ZONING, AND ARTICLE IX THEREOF RELATING TO SPECIAL HIS- <br /> TORIC DISTRICTS, BY AMENDING SECTION 34-113.2 PASSED BY ORDINANCE NO. 5277 SO <br /> THAT SUBSECTION (c) OF SECTION 34-113.2 WILL PROVIDE THAT WITH RESPECT TO AN <br /> APPLICATION FOR AN ORDINANCE ESTABLISHING; AN HISTORIC LANDMARK OR DISTRICT, <br /> THE APPLICATION THEREFOR SHALL BECOME NULL AND VOID IN THE EVENT THE CITY <br /> COUNCIL DOES NOT ENACT SUCH ORDINANCE WITHIN 180 DAYS FROM THE DATE ON WHICH <br /> THE PLAN COMMISSION RECEIVES THE REPORT OF THE HISTORIC PRESERVATION COMMIS- <br /> SION." <br /> The bill was assigned No. 7949 and given its first reading. <br /> RESOLUTION <br /> The City Clerk read the title of a resolution which initiates the establish- <br /> ment of a special business district encompassing the 6100-6700 blocks of Ol- <br /> ive, the industrially zoned portion of Vernon, the 800-900 blocks of Kings- <br /> land, and Cunningham Industrial Park. <br /> Mr. Schoomer moved approval, with Mr. Wagner seconding the motion. All voted <br /> Aye. <br /> ANNC UNCEMEN'IS <br /> Mayor Majerus reminded Council of the annual Missouri Municipal League Legis- <br /> lative Conference to be held in Jefferson City February 28-March 1. She noted <br /> that four c uncilmembers will meet with state legislators, and it was a fine <br /> opportunity to make them aware, or remind them, of the City's interests. <br /> Mayor Majerus called attention to the crime report from the Police Department <br /> which shows that crime has decreased substantially (13.5%) in the ten-year' <br /> (re period from 1980 through 1989. She said the Police Department and University <br /> City residents are to be congratulated.
