Session 1517, Minutes <br /> May 7, 1990 Page 3 <br /> of work by the Police Department in cooperation with the School District. <br /> CITY MANAGER'S REPORTS <br /> CONSENT CALENDAR (SIX ITEMS) <br /> Request by Missouri Public Interest Research Group for Permit to Solicit (#1) . <br /> Missouri Public Interest Research Group (MDPIRG) has applied for its annual <br /> solicitation permit to canvass door-to-door for support for its programs. Ap- <br /> proximately 20 paid solicitors will work from 4 p.m. to 8 p.m. (sunset) from <br /> May 8-29, 1990 to ask for signature support and financial contributions. They <br /> may visit residents' homes between 8 and 9 p.m. with prior appointments. <br /> Site Plan - 8211 Gannon (#2) . Approval is recommended of a site plan at 8211 <br /> Gannon to allow additions to this single-family residence. <br /> Public Hearing Dates - Zoning Code Amernents (#3) . It was riled that <br /> public hearings be scheduled for May 21, 1990 at 7:30 p.m. for three zoning <br /> changes recommended by the Plan Commission. The first hearing would consider <br /> an amendment to prohibit security bars on the first floor of single-family <br /> residences; the second would consider a proposal to designate public parking <br /> garages as conditional uGes rather than permitted uccz; and the third proposes <br /> the rezoning of public properties on the north side of Forsyth, west of the <br /> Forest Park Expressway, from General Commercial to Planned Residential-Office. <br /> Acceptance of Fuel Tank Removal Bid (#4) . Bids were reviewed by staff and the <br /> University City Redevelopment Authority for the removal of gasoline tanks in <br /> the City's business park, which will make it easier to obtain a developer for <br /> the property. Acceptance of the bid from Commonwealth Construction Company in <br /> the estimated amount of $12,060 was recommended. <br /> Annual Report - Olive Central Tax Increment Finance District (#5) . Approval <br /> was recommended of the annual statement of the Olive Boulevard Central Tax In- <br /> crement Finance District as approved by the District Commission. <br /> Aluminum Can Recycling Container Purchase (#6) . Approval was recommended for <br /> the purchase of 3100 containers for $12,865 ($4.15 each) from Rehrig Pacific <br /> Company. The law bidder at $3.81 did not meet City specifications, and the <br /> supplier for the trial program did not bid due to insufficient plant capacity <br /> for additional orders. Containers will be delivered to interested citizens in <br /> time for the first scheduled collection in June. <br /> Mr. Schocmer moved approval of the Consent Calendar. Mr. Adams seconded the <br /> motion, which carried unanimously. <br /> Mr. Price said that the School District has started a recycling program, and <br /> he would like to see the City's program move full steam ahead. Mrs. Schuman <br /> said she has had many inquiries about the expansion of the City's recycling <br /> (me program, so she too hopes the City will move ahead quickly. Mr. 011endorff <br /> said the city has tried to do that within its budgetary constraints and could <br /> move a little faster if more money were available. He suggested Council might <br /> wish to put additional money into next year's budget for this purpose. <br />
