Mr. Schocener seconded the <br /> motion, which carried unanimously. <br /> OATH OF OFFICE <br /> Mayor Majerus administered the oath of office to Councilmember Robert G. Wag- <br /> ner, who could not be sworn in at the last meeting because of a paperwork de- <br /> lay. Mr. Wagner said it was an honor to rejoin the Council for another four <br /> years, and he thanked the First Ward voters who expessed confidence in him, <br /> and also his wife, who served as his campaign manager. He looked forward to <br /> working again with present councilmembers who are dedicated, energetic and <br /> hardworking, and he felt progress has been made in the last four years, which <br /> will be matched or exceeded in the next four. There was a round of applause. <br /> Mayor Majerus called the meeting to order. In addition to the Mayor, the roll <br /> call vote showed the following councilmembers to be present: <br /> Mr. Byron R. Price <br /> Mr. Joseph L. Adams, Jr. <br /> Mr. Robert G. Wagner <br /> Mrs. Mary V. Schuman <br /> Mr. Paul E. Schomer <br /> Mrs. Betty L. Thompson <br /> D.A.R.E. PROGRAM <br /> The City Manager introduced Police Officer Peggy Armantrout, who is one of two <br /> officers assigned to work in the school district with school-age youth in the <br /> D.A.R.E. (Drug Abuse Resistance Education) program. Officer Armantrout said <br /> this program was geared for fifth and sixth grades with residual programming <br /> for kindergarten through fourth grade. It was started in Los Angeles and has <br /> operated successfully there, as well as in other communities. She and Officer <br /> Ernest Green went through the training program, which they felt was extremely <br /> valuable and exciting. It consists of police officer visits to the schools <br /> for about an hour a week for 17 weeks. She noted that she and Officer Green <br /> will visit 16 classes a week at McNair School, as well as one class each at <br /> Our Lady of Lourdes, Christ the King, Bethel Lutheran and St. Joseph's Insti- <br /> tute for the Deaf. She and Officer Green believe this is an excellent program <br /> that will be of great benefit to the community. She briefly explained how the <br /> program works, noting that it involves active participation by the students <br /> instead of just talking to them. <br /> Mayor Majerus thanked Officer A mantrout, adding that the City is pleased to <br /> be involved in what pr mi ec to be a major step forward in ecenbatting drug use <br /> among youngsters. Officer Armantrout invited councilmembers to attend any of <br /> the classes she and Officer Green will be working with, and to attend the <br /> (me graduation next spring. <br /> Mrs. Schuman said this major program probably would not have came about with- <br /> out the enthusiastic support of the Mayor and City administration, and a lot <br />
