Session 1520, Minutes Page 6 <br /> May 21, 1990 <br /> (re <br /> In response to Mayor Majerus, Mr. 011endorff said the original application was <br /> made in October, more than six months ago. <br /> Councilmembers Price and Thompson voted Aye, and Councilmembers Adams, Wagner, <br /> Schuman, Schoomer, and Mayor Majerus voted Nay. The motion failed by a vote <br /> of five to two. <br /> Mr. Price urged councilmembers to visit the store and see how well-run it is, <br /> in case the applicant reapplies later. <br /> LIC UOR LICENSE - 8141 DELMAR BOULEVARD <br /> The City Manager said an application was received to change the liquor license <br /> at Premier Wine and Cheese, 8141 Delmar, from beer and wine to intoxicating <br /> liquor of all kinds, and to transfer the license to a new owner. He recom- <br /> mended that the license remain limited to wine and beer and that the transfer <br /> to the new owner be approved. He noted that Council policy has been to limit <br /> full liquor outlets to the number currently in existence and to large general <br /> merchandise type of stores. <br /> Mr. Adams said he was opposed to the issuance of a full liquor license at this <br /> location. <br /> The applicant, Mr. Wendell Jones, 8141 Delmar, said he and his wife were buy- <br /> ing this business and had no desire to run a package liquor store, but wanted <br /> to upgrade the license primarily to sell liqueurs and after-dinner drinks. <br /> Their aim is supply personal service to store patrons, unlike most stores that <br /> sell package liquor. <br /> Mr. Schoomer asked Mr. Jones if he would come back in six months and apply for <br /> the license he wanted in case Council does not approve the requested license. <br /> Mr. Jones said he would not be opposed to doing that. <br /> In response to Mr. Price, Mr. Jones said he preferred that the store not be <br /> called a liquor store, because it is more of a specialty store that provides <br /> personalized service for special cheeses, sausage, wines, etc. <br /> Mr. Wagner moved approval of the license transfer, with the license limited to <br /> beer and wine. Mrs. Schuman seconded the motion, adding that this store is a <br /> small retail operation which has been in this location for 10 or 12 years and <br /> which provides personalized service in the selection of specialty foods and <br /> wines. Mr. Price said he was trying to clarify what the limit was for full <br /> liquor sale outlets, and Mr. 011endorff said it was two. Mr. 011endorff said <br /> when this was last discussed, Council could not agree on the definition of a <br /> large store; however, this store is much smaller (2000 square feet) than any <br /> the Council wanted included in the policy for large liquor stores. All voted <br /> Aye to transfer the beer and wine license at 8141 Delmar. <br /> PEONNEL REPORT <br /> The Personnel report for the week ending May 19, 1990 was received and ordered <br /> filed. <br />
