Session 1520, Minutes Page 5 <br /> May 21, 1990 <br /> FROMM SALE - 950 KINGSLAND • <br /> The City Manager recomended the sale of a narrow, unbuildable strip of land <br /> on Kingsland at Olive to the adjacent building owner for $1.00, contingent on <br /> the owner's commitment to maintain the landscaping. <br /> Mr. Adams moved approval, with Mrs. Thompson seconding the motion. All voted <br /> Aye. <br /> LIOUOR LICENSE - BRANIYr'S MARKET,r, 6525 DEL MAR <br /> The City Manager said Brandt's Market, 6525 Delmar, applied for a license to <br /> sell all types of intoxicating liquor by the drink at retail in the new res- <br /> taurant portion of the Market. He said the application meets the mi.nimum .re- <br /> quirements of city ordinances, but does not meet Couzcil policy of observing <br /> restaurants in operation for six months before approving such a license. <br /> Mr. Jay Brandt, 6525 Delmar, said he has been in business in the University <br /> City hoop for five years, and is now expanding to include a restaurant opera- <br /> tion. He said the store currently holds a full liquor by the drink license <br /> with the County and the State, which allows the Market to do wine tastings. <br /> He said the restaurant does not plan to serve mixed drinks but would like the <br /> full license in order to serve after-dinner drinks such as cognac. He hoped <br /> the five years in business would suffice for the waiting period. Mr. 011en- <br /> dorff asked if it would be a major detriment to the business if just a beer <br /> and wine license was granted for a period of a few months instead of the full <br /> license. Mr. Brandt said he fully supported Council policy and did not object <br /> to the lesser license for the present. <br /> Mr. Schooner moved approval of a beer and wine license for Brandt's Market. <br /> Mr. Adams seconded the motion, which carried unanimously. <br /> LIQUOR LICENSE - 1148 FERGUSON <br /> The City Manager said Council is again being asked to approve a package beer <br /> license at 1148 Ferguson. He said he has no new information to add to com- <br /> ments he made when the applicant submitted several earlier applications. <br /> Mrs. Elsie Glickert, 6712 Etzel, asked to address the Council. She urged the <br /> Council to deny this request because she felt it would be detrimental to have <br /> a store selling beer in this residential neighborhood. <br /> Mr. Price said he previously voted to turn down this application, but noted <br /> that earlier statements that the store was not well run are incorrect. He met <br /> with residents of the neighborhood who all felt that the store was being run <br /> better than at any time in the recent past, and they are concerned that if the <br /> present owner leaves, the store might not be as well run. Based on that, he <br /> has changed his mind about voting to approve the application. <br /> Mrs. Thompson agreed, noting that the owner has tried very hard to do all the <br /> things Council expected of him in terms of cleanliness, litter, etc. She then <br /> moved approval of the application. Mr. Price seconded the motion. <br />
