' f <br /> Session 1520, Minutes Page 4 <br /> (we May 21, 1990 <br /> PUBLIC HEARING - REZONING/FORSYTH BIMUEVARD AT FOREST PARK PARKWAY <br /> The City Manager said another public hearing was scheduled for this time and <br /> place on the proposed rezoning of property on the north side of Forsyth near <br /> the Forest Park Parkway (Famous Barr property) from "GC" General Commercial to <br /> "PR-O" Planned Residential-Office. This Plan Commission recommendation is <br /> contingent on Council adoption of the zoning text amendments which were the <br /> subject of the prior public hearing. <br /> Mayor Majerus opened the public hearing at 7:53 p.m. <br /> Mr. Charles Caspari, 7330 Maryland, said he received the public hearing notice <br /> just last week, and asked that he and others bordering the property in ques- <br /> tion be given time to learn what the rezoning means. Mr. 011endorff apolo- <br /> gized that notice was not provided earlier and suggested that Council might <br /> wish to ask the Planning Director for an explanation, or provide it later on a <br /> more individual basis. Mr. Caspari asked if a City representative could meet <br /> with adjacent property owners later to discuss this. The Mayor said that <br /> could be done, and considering the inadequate notice, any formal action would <br /> certainly be delayed until all involved understand what is being proposed. <br /> Ar: Steven Korenblat, Bryan Cave attorney representing Washington University, <br /> said he was encouraged to hear that this proposal required further considera- <br /> tion and that no action will ba taken at this time. He said the piopoeal <br /> raicco important *plications for the future of this property, particularly <br /> since the sale of the property to the University is not yet closed. He said <br /> the University would prefer to work with the Plan Commission in getting an <br /> idea of why this proposal was made, what the need for it is, and other means <br /> that could address any concerns that have given rise to the proposal. Failing <br /> this, the University will have to oppose the proposal because it does not un- <br /> derstand it nor its implications. <br /> Hr. Dan Frith, representing the Tray. ,y, read a statement which asked that <br /> any oonsideratio;t of change to to id. property be postponed until the company <br /> has had a chance to study the overall ramifications of the proposal., <br /> Tiro Richard Rolofr, Clayton Land Company, 7500 Forsyth, said his company o ;s <br /> the small parcel across the street from the Famous Barr property which is in- <br /> cluded in the proposed rezoning, and that he learned only today that this par- <br /> cel was being considered for rezoning. He noted that the proposed ,„hange <br /> wed be a down-zoning, which norm iy reduces the value of the property in- <br /> volved, and he would certainly not want to see that happen. He formally <br /> lodged a protest against the proposal, and he urged Council to reject it or at <br /> least defer any action until such time as he and his attorneys have an oppor- <br /> tunity to thoroughly understand the implications of the proposed action. <br /> Mayor Majerus said there was consensus on the Council that no action will be <br /> taken on this matter now. <br /> (me :hese were no other requests to speak, and Mayor Majerus closed the public <br /> iw ingat8:03 p.m. <br />
