Session 1520, Minutes Page 3 <br /> cole May 21, 1990 <br /> Mrs. Elizabeth Grant, 6817 Kingsbury, president of the Parish Council of All <br /> Saints Church, said the Council was concerned about certain activities in the <br /> area near the church, and was particularly interested in obtaining after- <br /> school, supervised recreational activities for the children in the neighbor- <br /> hood. It was felt that current programs do not address the needs of many of <br /> the low-income families that live in the parish. She said the Council would <br /> like to see the reinstitution of a program run some years ago by the City <br /> Parks and Recreation Department with the help of the School District. <br /> Mrs. Elsie Glickert, 6712 Etzel, read a statement that was circulated to Coun- <br /> cil. Her concern is the two-bedroom homes adjoining Olive Boulevard that were <br /> built immediately following World War II, but to lower standards than are re- <br /> quired now. She noted that while other University City property has escalated <br /> in value, these houses have not kept pace, resulting in lower assessments and <br /> erosion of both the City and School tax bases. She proposed that instead of <br /> funding the University City Residential Service, half that amount should be <br /> used to improve the esthetics of Olive (landscaping, attractive gates, etc.) <br /> and the other half should be added to the residential revolving fund to pro- <br /> vide low-interest loans designated specifically for the houses mentioned above <br /> to improve their esthetics in various ways, and therefore their marketability. <br /> She suggested that while UCRS at one time was a good buy, the present amount <br /> is not a fiscally responsible use of tax dollars. She said demographic stu- <br /> dies belong in the Plan Department and studies of that type should be shared <br /> free of charge with the School District. <br /> Mayor Majerus closed the public hearing at 7:49 p.m. <br /> PUBLIC BEARING - ZONING CODE/SECURITY BARS <br /> The City Manager said a public hearing was scheduled for 7:30 p.m. this date <br /> to hear citizen comments concerning a Plan Commission-recommended Zoning Code <br /> amendment which would prohibit security bars on one- and two-family homes. <br /> Mayor Majerus opened the public hearing at 7:50 p.m. <br /> Mrs. Elsie Glickert, 6712 Etzel, said at the time a home is sold or changes <br /> hands, there should be a requirement that security bars be removed. She also <br /> felt that should apply to front yard fences. <br /> There were no other requests to speak, and the Mayor closed the public hearing <br /> at 7:51 p.m. <br /> PUBLIC HEARING - ZONING CODE/PUBLIC PARKING GARAGES <br /> The City Manager said 7:30 p.m. this date was the time set to hear citizen <br /> comments on the proposed Zoning Code change that would delete parking garages <br /> as permitted uses and make them conditional uses to be approved by the City <br /> Council after Plan Commission review. <br /> Cie Mayor Majerus opened the public hearing at 7:52 p.m. No one asked to speak, <br /> and the Mayor closed the public hearing at 7:52 p.m. <br />
