He noted that Missouri representative Judith Deel <br /> received outstanding cooperation from local people in arranging this workshop. <br /> He also introduced Bernard Callen, chairman of the National Alliance for Pre- <br /> servation Commissions, who works with 2,000 localities whose City Councils <br /> have passed preservation legislation; Richard Wagner from the Main Street Cen- <br /> ter of the National Trust; and Stephen Morris from the National Park Service, <br /> who coordinates local state programs on behalf of the Park Service. Mr. Gil- <br /> bert mentioned several things that were brought out during the meetings--the <br /> importance of developing the facts about the future of distinguished buildings <br /> in the City; the value of feasibility studies; identifying people in the com- <br /> munity who can help with engineering, architectural, marketing, and real es- <br /> tate questions related to preserving historic buildings; and the importance of <br /> communications in developing a consensus about the buildings in the community. <br /> Mr. Gilbert said the Plan Commission, Historic Preservation Commission, and <br /> City Council should all be involved in discussion leading to possible designa- <br /> tion and feasibility studies. He thanked the Council to giving him this time <br /> and also for the excellent hospitality received by the workshop participants. <br /> There was a round of applause. <br /> HONOR FOR FINANCE DIRECTOR <br /> Mayor Majerus announced that Director of Finance Willie Norfleet has again <br /> brought honor to the City as the recipient of an achievement award from the <br /> Government Finance Officers Association for his financial handling of the <br /> City's money. As the Mayor presented Mr. Norfleet with a framed certificate, <br /> there was a round of applause. <br /> CI'T'Y MANAGER'S REPORTS <br /> CONSENT CALENDAR (TWO ITEMS) <br /> Picnic Beer License - Fair in the Square (#1) . Approval was recommended of a <br /> license to sell beer by the drink at the Fair in the Square on June 3, 1990. <br /> Site Plan - 7645 Delmar Boulevard (#2) . Approval was recommended of a non- <br /> profit office occupancy on the second floor of 7645 Delmar. The application <br /> meets all City requirements and would not remove the property from the tax <br /> rolls since it would be occupied as a rental. <br /> Mr. Adams moved approval of the Consent Calendar. Mr. Schoomer seconded the <br /> motion, which carried unanimously. <br /> PUBLIC HEARING - 1990-91 BUDGET <br /> The City Manager said a public hearing was scheduled at 7:30 p.m. this date to <br /> hear comments from citizens on the proposed budget for the fiscal year begin- <br /> ning July 1, 1990. Final action will be taken in June after consideration of <br /> (me citizen suggestions. <br /> Mayor Majerus opened the public hearing at 7:42 p.m. <br />
