Session 1520, Manutes Page 8 <br /> (me May 21, 1990 <br /> NUMBERED 21-6.2 PROVIDING FOR A RESIDENTIAL PARKING PERMIT PLAN UNDER WHICH <br /> PARKING PERMITS WILL BE ISSUED TO RESIDENTS OF A STREET IN A RESIDENTIAL <br /> NEIGHBORHOOD INTO WHICH 'THERE IS A TRAFFIC INGRESS AND/OR EGRESS TO OR FROM A <br /> ORCI:AL AREA COMPRISING MULTIPLE RETAIL BUSINESSES." <br /> The bill was assigned No. 7963 and given its first reading. <br /> Mr. Adams asked for a written rationale on the need for this bill. Mrs. Schu- <br /> man said she would provide the requested information. Mr. Adams said one of <br /> his objections to the bill is that it is so site specific. <br /> M . Lee Lawless, 7059 Pershing, said he learned of this bill only yesterday, <br /> and felt those involved should have been notified earlier. especially when it <br /> will decrease their property values. He said those at the eastern end of the <br /> block who are most affected by the parking problems knew of the adjoining com- <br /> mercial area when they bought their homes, and that there was no parking prob- <br /> lem at his end of the block. He said it will greatly inconvenience much of <br /> the block, and suggested that those most affected could build parking pads in <br /> their backyards, or there were other solutions that should be discussed before <br /> any action was taken. Mrs. Schuman said this bill was basically enabling le- <br /> gislation, and that at least 75% of the property owners on the block would <br /> have to approve before it could take effect. Mr. Lawless felt there should be <br /> more discussion of other solutions. Mayor Majerus noted that the City has <br /> been meeting with the neighborhood for several years, and there would be at <br /> least one more meeting, and neighborhood consent, before any action is taken. <br /> Also, it is for a trial basis of one year. <br /> Mr. Robert Warbin, 7011 Pershing, said his arguments in favor of residential <br /> parking are not related to property values, but there is an intractable prob- <br /> lem on this block, and any number of solutions have been tried to solve or <br /> ease it, without success. He disagreed with Mr. Lawless, and said building <br /> garages, making them larger, or even putting in concrete pads entails expense <br /> to the residents. He asked Council to seriously consider the bill just intro- <br /> duced to help solve this extreme parking problem. <br /> Mr. Schoomer pointed out that the bill under consideration has not been passed <br /> and also, it names no street. Mr. 011endorff said he opposes the bill, and <br /> while a street is not named, it describes Pershing; he also understood it was <br /> written with that block in mind. <br /> Mr. Don Stegman, 7031 Pershing, spoke in favor of the bill, noting that sever- <br /> al other people planned to speak also, but had not yet arrived. He said all <br /> of the problems predicted because of enlargement of the shopping center are <br /> double or triple what was expected, and often people have to park far from <br /> their homes. In addition, traffic on the street is very heavy. He recalled <br /> that Mr. 011endorff had once said he would support residential parking permits <br /> if the need arose.
