SESSION 1521 <br /> Irkre <br /> MUTES OF THE UNIVERSITY CITY COUNCIL <br /> May 23, 1990 <br /> At a special budget study meeting of the City Council of University City held <br /> in the Pnergency Operations Center of City Hall on Wednesday, May 23, 1990, <br /> Mayor Janet Majerus presided and called the meeting to order at 7:35 p.m. In <br /> addition to the Mayor, the following membeis of the Oamcil were present: <br /> Mr. Byron R. Price* <br /> Mr. Joseph L. Adams, Jr. <br /> Mr. Robert G. Wagner <br /> Mrs. Mary V. Schuman <br /> Mr. Paul E. Schoocrier <br /> Mrs. Betty L. Thompson <br /> Also present were City Manager Frank 011endorff, Director of Finance Willie <br /> Norfleet, and Deputy City Manager Susan Glassman. <br /> The public was invited to attend the meeting as observers. The budget was the <br /> only subject discussed. Mr. 011endorff circulated a list of items divided <br /> according to citizen requests and the items remaining to be discussed from the <br /> earlier budget meetings. <br /> In connection with the three topics brought up by citizens at the public hear- <br /> ing on May 21 (Parkview Gardens after-school programs, additional landscaping <br /> and trees for Olive, and additional home improvement loan funds) , Mr. Schooner <br /> said the Parkview Gardens Landlords Association allocated $2,000 so Loop chil- <br /> dren may attend summer playground programs. It was also mentioned that after- <br /> school programs are already available in most schools, and perhaps those ask- <br /> ing about this were not aware of them. <br /> *Mr. Price arrived at this time (7:42 p.m.) . <br /> Mr. 011endorff said the Landlords Association is helping to pay tuition for <br /> needy children in the City's summer program and the after-school Keys program, <br /> and he didn't believe the City could afford to start new programs when good <br /> ones were already in existence. Mrs. Thompson asked about junior high school- <br /> age children, and Mr. 011endorff said the gym at Brittany is kept open for two <br /> hours after school for basketball and other activities. He said the Landlords <br /> Association has so far been unsuccessful in finding a way of transporting <br /> children to summer playgrounds, and he suggested that the Association call Ms. <br /> Grant of the All Saints Citizen Council to see if they could work together on <br /> this. He noted Mrs. Glickert'a request of $25,000 for trees on Olive, but <br /> said the City was already spending more than that. There was discussion about <br /> ways of informing parents regarding available programs for their children, and <br /> Mr. 011endorff said the Landlords Association circulated a flyer describing <br /> its offer to pay tuition. Mrs. Glickert had also requested the addition of <br /> $25,000 to the have loan program, and Mr. 011endorff noted only low-income <br /> (me people are, eligible, and federal money may be used only for code enforcement <br /> items, while city money may not be used on private property. Therefore, the <br /> cosmetic items proposed by Mrs. Glickert would not be eligible for this money. <br />
