Session 1521, Minutes <br /> Pae <br /> May' 23, 1990 2 <br /> MayorMajerus suggested that COiuncil go through the rest of the list and deal <br /> with the less controversial items first. <br /> Outside legal work. The City Manager said that money needed here would not be <br /> budgeted but taken from contingency, unless Council decided to the contrary. <br /> Program indicators. Mr. 011endorff said these will be included in the Public <br /> Relations account in the final budget. <br /> Warrants. Mr. 011endorff said the County Prosecutor will take requests for ' <br /> same warrants by FAX, starting next week. <br /> Fire DeParhnent budget. It must be i creased by $2,000 (account 743.06) since <br /> the estimated cost of life paks (medical monitoring system) is too low. <br /> Disaster Planning/Oxiwnications. The City will begin to work toward phasing <br /> out this department and phasing in a contract with the Canty, but this will <br /> not be done immediately. Mr. Price asked for later discussion on this. <br /> Street Contractual improvements. Mr. 011endorff said balancing the budget re- <br /> quired more Cutbacks here than he would have liked, however, several blocks of <br /> Garnon and Warder are slated for paving ($20,000) , and if more money becomes <br /> available, the Waterman alley west of Williams should be done ($62,500), as <br /> well as additional sidewalk and curb repair ($25,000) . <br /> Debt Fund. It will take about $200,000 to fully pay this off, so that next • <br /> year the amount that would have gone for debt will be available for other pur- <br /> poses; however, this is Council's decision. <br />' Building and Property Improvement Fu d: The City Manager said council has al <br /> . ready approved $140,000 in projects in this $147,000 category, and he thought <br /> Council might •wish to use.the remaining $7,000 to help pay•for the Civic Plaza <br /> study. He called attention to the other items listed- Hee►an Bathhouse renova- <br /> tion ($65,000), Park Department garage ventilation ($14,500) , and two other <br /> items, Lion Gates renovation and Community Center air conditioner, whose total <br /> . costs at this time are not known, although an estimate on the air conditioner <br /> may be available in June. He said if additional funds are available, these <br /> are the items he'd like the Cancil to consider. <br /> Tax Rates.. Mr. 011endorff suggested a tax increase next year of two to five <br /> cents in the general fund. .Approximately $100,000 more is what will be needed <br /> next year, and a one cent increase translates to about $25,000. He would want <br /> this money to be used only for capital improvements. <br /> Library Loan. Mr. 011endorff said an additional source of funds would result <br /> from the Library paying off its loan to the City, but that isn't possible un- <br /> less the.Library gets a tax increase. The money for the loan came frau the <br /> Building Improvement Fund about five years ago. Mrs. Schuman said the Library <br /> will set aside two and one-half cents of the increase (if approved by voters) <br /> ir to pay off the loan. • <br /> Ihie Pension Taxfarmed . <br /> (ifii ) Mr. 011endorff said this tax should be reduced from <br />
