Mr. 011endorff said he had heard no adverse comments <br /> regarding the pied seven cent library tax increase, and all agreed this <br /> should be submitted to the electorate. <br /> Wage increase for city workers. Mr. 011endorff said an executive session must <br /> be called to discuss this item. <br /> University City Residential Service (UCAS) . Responding to Mr. Wagner, Mr. 01- <br /> lendorff said UCRS was requesting about 6% more than they received last year. <br /> It wasnoted that money UCRS receives fram'the Loop Landlords Association mist <br /> be used only to pronote the Imp. Mr. 011endorff said that UCRS received its <br /> City allocation last year in separate sums--one part. for operating expenses, <br /> and the other to promote the U.City Northeast plan. Mr. Price said he did not <br /> see the need for additional money this year since the Northeast promotion bro- <br /> chtre was already printed and the plan under way. Mr. Schoomer said most of <br /> the requested increase would go for salaries, and the amount was comparable to <br /> the raise contemplated for regular employees. . Mr. Price and Mr. 011endorff <br /> said UCRS employees should not be compared with City employees since the or- <br /> ganization has its own board of directors and operates independent of the City. <br /> Mr. Sc hoaner felt that if UCRS was to follow through on the Northeast plan, it <br /> needed additional funds. Mr. Adams said if comparisons were made between City <br /> and UCRS employees, then the city should have more control over its operation, <br /> and he really felt it was not something the City should be involved in at all. <br /> Mrs. Schuman said she wanted to see the Northeast marketing plan included in <br /> UCRS' regular budget last year to emphasize haw important it was that the plan <br /> be done; this year, she feels even more strongly there should not be a sepa- <br /> rate fund for this purpose. Mr. Price felt there was no justifiable reason at <br /> this time that UCRS should receive increased funds when the City budget was so <br /> tight aid money was needed for essential services. He suggested that more ef- <br /> fort was needed by UCRS to raise its own money. Discussion ensued regarding <br /> the operation of UCRS, its board of directors, and its relationship to the. <br /> City. The Mayor suggested that each request be taken up separately. On the <br /> operating side, UCRS is askingfor a 6.3% increase, and she suggested that be <br /> cut to 4%. W. 011endorff said he put. $44,500 (the basic amount granted last <br /> year but not including $3,520 for U.City Northeast) in the budget. Mr. Wagner <br /> said he felt UCSS supplies a great,service and more than gives the City its <br /> money's worth. Mr. Adams said perhaps Oounci.l.should rethink its entire posi- <br /> tion with regard to UCRS, and maybe it should set policy. Also, UCRS should <br /> be thinking about finding other sources of revenue for its operating expenses. <br /> Mrs. Schuman noted that the Council was riot funding past Year.'s agendas, but <br /> this year's, and she believed that UCRS was receiving the message the council <br /> wanted it to hear. She repeated that she wanted the Northeast activities in- <br /> corporatedas part of UCRS' budget, and not separate, even if it's necessary <br /> for them to give up other activities. Mayor Majerus and Mrs. Thompson agreed, <br /> although Mrs. Thompson thought the Northeast portion should be increased and <br /> the staff portion decreased to a 4% raise.
