After more discussionin which the tightness of the <br /> budgetwas noted and the fact that all city departments have been strongly en- <br /> couraged to keep expenses down, the Mayor suggested allocating the same amount <br /> of funding as UCRS received in the current year--$48,020. Mr. Price suggested <br /> that once an amount is agreed upon, when the contract is ready and approved by <br /> Council, Mr. 011endorff should take it to UCRS' Board of Directors so they <br /> will know what's expected and what their role is. The Council approved Mayor <br /> Majerus' proposal, with only Caunciimembers Wagner and Schoaner dissenting. <br /> Library Loan. Mrs. Schuman said if the library tax increase passes, the li- <br /> bry is committed to paying two and one-half cents of the seven cents on its <br /> loan from the City, or what amounts to three yearly installments of $65,000. <br /> The last two items were the decrease in pension tax of three or four cents, <br /> and an increase in the property tax of frau two to five cents. The entire <br /> Cancil felt the property tax increase should be five cents in order to keep <br /> up with infrastructure maintenance. It wasdecided to summit this to the vot- <br /> ers at the August 7 election when the library tax will also be on the ballot. <br /> Bond issues were discussed, and Council felt that a specific capital need that <br /> could not be addressed through the regular budget, such as a recreation center <br /> for youth, could be put on the ballot as a bond issue. Mr. 011endorff noted <br /> if all the tax increases passed, there would be about $195,000 additional next <br /> year for capital needs. <br /> Disaster Planning/Cammunications. Inresponse to Mr. Price, Mr. 011endorff <br /> said nearly half of this $75,000 budget was for the switchboard. Subtracting <br /> the federal grant, the net cost for disaster planning alone is about $15,000; <br /> however, as wages go up and federal money decreases, the cost does go up and <br /> it becomes more attractive to turn this department over to the County. <br /> Debt Fund.. Following discussion, it was decided to approve Mr. 011endorff's <br /> suggestion to pay off the debt fund this year. <br /> XNECUrIVE SESSIOF <br /> Mr. Schomer moved that Council adjourn to executive session at 9:10 p.m. Wed- <br /> nesday, May 23, 1990 in the Emergency Operations Center of City Hall, to dis- <br /> cuss personnel. Mr. Wagner seconded the motion. The roll Gall vote was as <br /> follows: AYES: Oouncilmembers Price, Adams, Wagner, Schuman, Schooner, <br /> Thompson, and Mayor Maj eras.
