Bill No. 7965 became Ordinance <br /> No. 5755. <br /> BILL NO. 7966 - REPEALJONG SECTION 22-7(a) MUNICIPAL CODE RELATING TO NUISANCES <br /> GENERALLY AND SPECIFICALLY TO GRAFFITI, AND suBsTrimaNcLA, NEW SECTION 22-7(a) <br /> EXTENDING THE TIME FOR REMOVAL OF GRAFFITI FROM FIVE (5) TO TEN (10) DAYS AF- <br /> TER RECEIPT OF A CITATION MAILED TO THE OWNER OF THE PROPERTY INVOLVED. <br /> A bill was introduced by Councilmembers Thompson and Price, entitled: <br /> "AN ORDINANCE REPEALING SECTION 22-7(a) OF THE MUNICIPAL CODE RELATING TO <br /> 'NUISANCES GENERALLY'Y' AND SPECIFICALLY TO 'GRAFFITI' PASSED BY ORDINANCE NO. <br /> 5750 (APRIL 16, 1990) AND SUBSUMING A NEW SECTION 22-7(a) EXTENDING THE <br /> TIME FOR REMOVAL OF THE GRAFFITI FROM FIVE (5) TO TEN (10) DAYS AFTER RECEIPT <br /> OF SERVICE OF A CITATION MAILED TO THE OWNER OF THE PROPERTY INVOLVED, CON- <br /> TAIlNtNG A SAVING CLAUSE AND PROVIDING A PENALTY." <br /> The bill was assigned No. 7966 and given its first reading. <br /> C1'1.1ZEN COMMENTS <br /> Mr. Maurice Baker, 1573 Westmont Place, said his neighborhood was being both- <br /> ered by unwanted charitable solicitation, and suggested there were many ways <br /> other than personal calls that not-for-profit groups may solicit funds. He <br /> asked the Cauzcil to eliminate this kind of solicitation. Mrs. Thompson asked <br /> the City Manager to comment. Mr. 011endorff said the City had a number of re- <br /> strictions--solicitors need permits and identifying badges, solicitation times <br /> are limited to daylight hours, etc. He said there are several things citizens <br /> can do—refuse to contribute and put a "No Solicitation" sign on their proper- <br /> ty. However, the City cannot regulate these organizations any more than it <br /> currently does, and in fact, it is now being sued by an organization that does <br /> not want soliciting hours restricted. Mr. Baker said several organizations <br /> had coarse to his home after dark, and Mayor Majerus suggested that he call the <br /> Police Department when that happens. <br /> Mr. Alex Feldman, 1233 Backer, had several items. First, he ccu limented the <br /> City on a very successful Fair in the Square on June 3rd. Second, he suggest- <br /> ed there were too many items on the April 3rd ballot and that people got con- <br /> fused. Third, he said the dumpsters on his block were still there and still <br /> disgusting. Mr• Price agreed about the dunpsters and said he would meet with <br /> the City Manager to see if something can be done. <br /> CCUNCIIBEIMBERCOMMENTS <br /> Mr. Price noted he made a comment several weeks ago about youngsters in the <br /> community whose parents are unable to control them; since then, he received <br /> several calls in support of his statement. He said he would like to see the <br /> Camcil take a pro-active position, similar to that taken on graffiti, to <br /> crack down on youths violating curfew, those playing radios and cassettes <br /> much too loudly, and those with no sense of decency or order.
