Session 1522, Minutes Page 7 <br /> (me June 4, 1990 <br /> BILIS FOR INTROU CTION <br /> BILL NO. 7963 - AMENDING CHAPTER 21 MUNICIPAL CODE RELATING '10 MOTOR VEHICLES <br /> AND TRAFFIC BY ADDING A NEW SECTION 21-6.2 PROVIDING FORA RESIDENTIAL PARKING <br /> PERMIT PLAN UNDER WHICH PARKING PERMITS WILL BE ISSUED TO RESIDENTS OF A RESI- <br /> DENTIAL NEIGHBORHOOD S'T'REET INTO WHICH THERE IS TRAFFIC INGRESS AND/OR EGRESS <br /> TO OR FROM A cm/Imam AREA COMPRISING MULTIPLE RETAIL BUSINESSES. <br /> A bill was introduced by Councilme ber Schuman, entitled: <br /> "AN ORDINANCE AMENDING CHAPTER 21 OF THE MUNICIPAL CODE OF THE CITY OF UNIVER- <br /> SITY CITY RELATING TO ICIOR VEHICUES AND TRAFFIC BY ADDING A NEW SECTION TO BE <br /> NIS 21-6.2 PROVIDING FOR A RESIDENTIAL PARKING PERMIT PLAN UNDER WHICH <br /> PARKING PERMITS WILL BE ISSUED TO RESIDENTS OF A Slxrvr IN A RESIDENTIAL <br /> NEICHBORHOOD INTO WHICH THERE IS A TRAFFIC INGRESS AND/OR EGRESS TO OR FROM A <br /> C VERCIAL AREA COMPRISING MJIT'IPLE RETAIL BUSINESSES." <br /> The bill was assigned No. 7963 and given its first reading. <br /> BILL NO. 7965 - PROVIDING FOR THE SUBMISSION TO THE QUALIre i 2J VOTERS OF UNI- <br /> VERSITY CITY THE SETTING OF A TAX RATE TO BE COLLECTED IN UNIVERSITY CITY AN <br /> INCREASE IN THE GENERAL PROPERTY TAX FROM SIXTY-'Hh2EE CENTS ($.63) TO SIXTY- <br /> EIGHT CENTS ($.68) , THE SAME TO BE SUBMITTED TO SAID ELECTORS AT THE GENERAL <br /> ELECTION AUGUST 7, 1990; CONTAINING AN EMERGENCY CLAUSE. <br /> A bill was introduced by Councilmember Schoomer, entitled: <br /> "AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE QUALIFIED VOTERS OF THE CITY <br /> OF UNIVERSITY CITY, MISSOURI, THE SETTING OF RATES OF TAX TO BE COLLECTED IN <br /> THE CITY OF UNIVERSITY CITY, THE FIRST TO BE DESICATED PROPOSITION 2) AN IN- <br /> CREASE IN THE GENERAL PROPERTY TAX OF FIVE CENTS ($.05) FROM SIXTY-THREE cams <br /> ($.63) TO SIXTY-EIGHT HT CENTS ($.68) PER $100 OF ASSESSED VALUATION; THE SAME TO <br /> BE SUBMITTED TO SAID QRS AT THE GENERAL ELECTION AUGUST 7, 1990, AND CON- <br /> TAINING AN EMERGENCY CLAUSE." <br /> The bill was assigned No. 7965 and given its first reading. <br /> Mr. 011endorff recommended passage of this bill, noting that in reviewing the <br /> budget for fiscal 1990-91, the Council agreed that additional revenue will be <br /> needed to maintain current City functions and to continue providing a high <br /> quality service level. If this is approved by the voters, the total City tax <br /> rate will be going up only one cent, since Debt Service was reduced last year, <br /> and the Uniformed Pension FUnd can be reduced this year. Mrs. Schuman said it <br /> was important for citizens to know that while it has been possible to reduce <br /> the Pension Fund, at the same time it has been improved substantially because <br /> the investments have done so well. In response to Mr. Price, Mr. 011endorff <br /> said the Debt Service tax rate has been reduced to zero since enough money was <br /> accumulated to completely pay off all debts. Also, more money is needed in <br /> the General Fund in order to expand the City's recycling efforts. <br /> Bill No. 7965 was given its second reading. <br /> (60, Bill No. 7965 was given its third reading. <br />
