Session 1522, Minutes Page 6 June 4, 1990 Ar ticipate that being a problem, but he was visited by a Missouri Liquor Control agent who said the State could not grant a license on that basis and the State license would have to be downgraded to wine and beer until the Council granted a full liquor by the drink license. If that occurred, his business would suf- fer since he had a number of catering obligations he would have to cancel. Therefore, he requested that Council upgrade the license to a full liquor by the drink license so the business can continue and he may satisfy the State. Mr. 011endorff said, in view of these circumstances, he would recommend that Council grant an upgrading to a full liquor by the drink license. Mr. Schomer moved to reconsider the granting of a full liquor license by the drink to Mr. Brandt. Mrs. Thompson seconded the motion, and all voted Aye. Mr. Schooner moved that a full liquor license be granted to Brandt's Market, 6525 Delmar. Mrs. Schuman seconded the motion, which carried unanimously. DILLS FOR SECOND AND THIRD READINGS BILL NO. 7962 - AMENDING ORDINANCE NO. 5746 RELATING TO THE UNIVERSITY CITY OLIVE EAST SPECIAL BUSINESS DISTRICT BY AMENDING SECTION 12 AND ENACTING ZEIN A NEW SECTION TO BE MOWN AS "SECTION 12 ELECTION ORDERED," BY ORDER- ING THE BALLOT FOR SAID ELECTION TO BE MAILED ON JUNE 12, 1990. Bill No. 7962 was given its second reading. Bill No. 7962 was given its third reading. Mr. Schooner moved that this bill be adopted as an ordinance. Mr. Price sec- onded the motion. Upon roll call, the following vote was recorded: AYES: C uncilmembers Price, Wagner, Schuman, Schooner, Thompson, and Mayor Majerus. NAYS: None. ABSENT: Councilmember Adams. Bill No. 7962 became Ordinance No. 5753. Mrs. Schuman requested that Bill No. 7963 be withdrawn in its present form since the City Attorney advised that several desired changes would be consid- ered substantial, and rather than go through the amendment process, the bill will be reintroduced later in the meeting. BILL NO. 7964 - PROVIDING FOR THE SUBMISSION TO THE QUALIFIED vamps OF UNI- VERSITY CITY THE SETTING OF A TAX RATE FOR THE PUBLIC LIBRARY, TO BE SUBMITTED TO SAID ELECTORS AT THE GENERAL ELECTION AUGUST 7, 1990.
