Session 1523, Minutes Page 8
(me June 18, 1990
Mr. 011endofff noted that the fund balance this year will be reduced by about
$250,000, as approved by Council last January. The list of transfers is made
a part of the permanent record.
ROLIrw r REFUSE CART BIDE
The City Manager said Council is asked to decide on the purchase of 3,000 ref-
use containers, and samples of the three being considered were on the Council
floor for inspection. It was recommendedthat the City purchase for $165,750
containers which meet specifications and have a ten-year warranty. Other bids
received were $150,600 with a five-year warranty, and $167,550 for a stronger
type of plastic and a ten-year warranty with bond to insure that the warranty fl
will be honored. He demonstrated the features of each model. t
Mr. Adams asked if the City's present trucks can handle this type of cart, or
if they would have to be retrofitted. Public Works Director Allan Dieckgraefe
said one unit is on order (with option to purchase two more) that will be de-
livered about the same time as the carts. He said this is a fully automated
system for curbside pickup, similar to that used in the alley dumpster routes.
In response to Mrs. Schuman, Mr. Dieckgraefe said the capacity of the recom-
mended cart was 90 gallons. She was concerned whether this would be large
enough in view of the proposed reduction to once-a-week collection. Mr.
Dieckgraefe said he felt it would be sufficient, especially after the state-
mandated ban on yard waste in refuse containers takes effect.
There was brief discussion on the care and maintenance of the carts, and Mr.
Dieckgraefe said replacement parts would be obtainable. Mr. Price asked about
the useful life of the cart, and Mr. Dieckgraefe said there are few metal
parts, and carts are built better, so he felt they should last up to 15 years.
The cart volume is about equal to the four-per-week refuse bags now provided
to families with curb pickup, and he believed it would encourage those with
extra refuse to do more recycling. He said the City is not making a longterm
commitment to this cart, noting that the purchase is only one-fourth of the
City's long-range needs. He said the other samples will be used in the field
in order to give the City more insight into the next purchase, and that there
were six or eight brands that can be used with the equipment being purchased.
Mr. Adams moved acceptance of the bid of $165,750 frau Ameri-Kart. Mrs. Schu-
man
seconded the motion, which carried unanimously.
PERSONNEL, REPORT
The Personnel report for the week ending June 16, 1990 was received and or-
dered filed.
BILLS FDR SED AND Z-IIRD EADINGS
Prior to the second reading of Bill No. 7963, Mrs. Schuman requested several
iiime minor amendments. On page 2, Section 2(5) Mts. Schuman moved to change the
office where an application is filed from "the Director of Finance" to "an
office designated by the City Manager." Mr. Adams brought up the matter of
