Mrs. Schuman said resi- <br /> dents of the 7000 block of Pershing submitted a petition requesting that both <br /> sides of this block be restricted to residential parking only frau 4 to 10 p.m. <br /> Monday through Friday. Mrs. Schuman said she and Mr. Wagner had two recatmen- <br /> dations—that the street area on the south side that fronts the commercial <br /> properties not be included in the restricted zoning, and second, to change the <br /> starting time to 5 p.m., since a number of employees leave at that time. Mr. <br /> Wagner lauded Mrs. Schuman for working closely with the residents and the bus- <br /> inesses to try to reach a compromise acceptable to both. <br /> Mr. Philip Berg, 379 N. Big Bend, said his most of his employees leave between <br /> 5:15 and 6:00 p.m. , the bookstore employees leave between 5:30 and 5:45 p.m., <br /> and the cleaner employees leave between 6:00 and 7:00 p.m. He suggested that <br /> the starting time for permit parking be changed to 6 p.m. and the ending time <br /> be 11 p.m. He pointed out that if the ending time is 10 p.m., many of the <br /> restaurant-bar customers will park on the street about 9:30 p.m. expecting <br /> that they will not be ticketed. <br /> Ms. Lori Fiegel, 7030 Pershing, addressed the two issues raised by Mrs. Schu- <br /> man. She said there was complete consensus among residents that the hours af- <br /> ter work were most difficult for parking, but the residents did not object to <br /> changing the starting time to 5:00 p.m. although she felt they would not sup- <br /> port a starting time of 6:00 p.m. There was much greater debate about not in- <br /> cluding the commercial frontage for permit parking, especially taking into <br /> consideration the apartment building on the corner; she said the neighborhood <br /> does not support excluding the commercial frontage from permit parking. She <br /> asked that the block be notified of whatever Council decides in this matter. <br /> Mrs. Rose Balestreri, 7033 Pershing, was in favor of the residential permit <br /> parking and would agree to the 5 p.m. starting time, but no later. <br /> Mrs. Barbara Stegmann, 7031 Pershing, also opposed a 6 p.m. starting time, and <br /> noted that over the years few of the businesses paid any attention when park- <br /> ing problems were escalating; now that they may be affected, they are paying <br /> attention. <br /> Mrs. Schuman moved that Council approve the petition fram the 7000 block of <br /> Pershing with the modifications discussed above—not including the commercial <br /> frontage, and having an effective time of 5 p.m. to 10 p.m. Mr. Wagner <br /> seconded the motion. <br /> Mr. Schoaner said he felt the Council was acting precipitously, and that the <br /> commercial tenants and property owners are being excluded. He suggested that <br /> this matter be referred back to the Traffic Commission. <br /> All voted Aye in favor of permit parking for the 7000 block of Pershing except <br /> Councilmembers Schoamer and Adams, who voted Nay. The motion carried by a <br /> vote of five to two. The Mayor reminded all present that this is for a one- <br /> year trial period. <br /> ILMrs. Schuman asked that the City Manager look at this matter in April of next <br /> year, so that there is time for evaluation before the year is up. <br />
