Mr. <br /> Killion said there was naw a trust level between the two parties that did not <br /> previously exist, and he thanked the City for suggesting that they meet to <br /> work out their differences. <br /> Mr. Schooner moved approval of the site plan with all conditions. Mr. Price <br /> seconded the motion. Mayor Majerus suggested another condition--if there is a <br /> change of use of the property, site plan review will be required. Mrs. Schu- <br /> man so moved, Mr. Wagner seconded, and the motion carried unanimously. <br /> All voted Aye on the amended motion. <br /> COMMENTS RE JAMAICAN RESTAURANT. 7856 OLIVE <br /> Ms. Albertine Thompson, operator of the Bar Jamaica Jerk Pit, thanked the <br /> Council for its earlier approval of the site plan for her restaurant, and she <br /> also explained what "jerk" means when applied to food served Jamaican style. <br /> PERMIT PARKING - 7000 BLOCK OF PE LNG <br /> The Deputy City Manager said on June 18, 1990, the City Council approved Ordi- <br /> nance No. 5756 which allows the City to issue residential parking permits un- <br /> der very specific circumstances. Residents of the 7000 block of Pershing have <br /> submitted a petition asking that permit parking be enforced during certain <br /> hours. The Traffic Commission reviewed this request and recommends that the <br /> City Council approve it. <br /> Mr. Schoomer said he understood that all concerned have spent a great deal of <br /> time on the issue of permit parking for the 7000 block of Pershing, however, <br /> he felt the telephone survey of the Traffic Commission to recommend that this <br /> matter be taken up by the Council was not proper; therefore, he moved to table <br /> until such time as the Traffic Commission could meet and make a specific re- <br /> ferral to Council. Mr. Adams seconded the motion. On a roll call vote, Coun- <br /> cilmember Adams and Schoomer voted Aye, and Councilmembers Price, Wagner, <br /> Schuman, Thompson and Mayor Majerus voted Nay. The motion to table failed by <br /> a vote of five to two. <br /> Mr. Price asked if Mr. Schoomer's statement about the Traffic Commission not <br /> following proper procedure was correct. Mayor Majerus said the Commission did <br /> discuss the ordinance at its regular meeting; the ordinance asks the Ccmnnis- <br /> sion to make a recommendation to the Council, and this was done by telephone <br /> with an approval vote of four to zero, with one absention. She noted this <br /> kind of poll is sometimes done in the summer, when it may be more difficult to <br /> meet; she felt this would be improper only if the Commission was making the <br /> final decision, however, it was simply making a recommendation to Council. <br /> Mr. Adams agreed with Mr. Schoomer, suggesting that a recommending body should <br /> actually meet and discuss the matter. <br /> Mayor Majerus said a memo with their suggestions was received from First Ward <br /> is <br />
