October 15, <br /> 1990 at 7:30 p.m. was recommended as the date and time for a public hearing on <br /> establishing an additional tax increment financing district on Olive Boulevard <br /> from Kingsland to Midland, including a portion of Kingsland south to Vernon° <br /> Mr. Wagner moved approval of the Consent Calendar. Mr. Adams seconded the mo- <br /> tion, which carried unanimously. <br /> PUBLIC HEARING - 1990-91 TAX RATES <br /> The City Manager said a public hearing was scheduled for 7:30 p.m. this date, <br /> as required by Missouri law, before the final setting of property tax rates. <br /> No tax can be set at a rate higher than that approved by Council under the <br /> City Charter in June unless authorized by a majority vote of the electors, as <br /> was done in the August 7 election. Further, rates must be adjusted in accor- <br /> dance with state law in consideration of changes in assessed valuation. <br /> MayorMajerus opened the public hearing at 7:36 p.m. There were no requests <br /> to speak, and the Mayor closed the public hearing at 7:36 p.m. <br /> SOLICITATION PERMIT RECUEST FROM MISSOURI CITIZENS ACTION <br /> The City Manager said Missouri Citizens Action, 569 Melville, applied for a <br /> solicitation permit for door-to-door canvassing in residential areas during <br /> daylight hours from August 14 to September 15, 1990. Reportedly, the cost of <br /> raising funds is about 20% of the amount raised, and the organization will use <br /> up to 10 canvassers whose names and addresses are supplied in advance to the <br /> Police Department. Several earlier permits were issued to this group under <br /> its former name, "Missouri Citizen/Labor Coalition." <br /> ILP . Wagner moved approval.
