Session 1530, Minutes Page 10 <br /> October 15, 1990 <br /> Mr. Rick Simonelli, 6923 Amherst, member of Eighth Church, urged that Council <br /> remain open-minded regarding the rules applying to Delmar. He felt the read- <br /> ing room would be a wonderful adjunct to the businesses already there. <br /> Mayor Majerus said the request to Council is that it go against its stated <br /> policy of approving only retail use for first floor areas fronting on Delmar. <br /> Mr. 011endorff commented that in recent years Council has been asked to make <br /> several exceptions to their policy, and experience has shown that the excep- <br /> tions were mistakes in that they detracted from the Loop as a business-restau- <br /> rant t street. He said this group would be a welcome addition to <br /> the community but in a more suitable site, and he offered the City's services <br /> in finding a better place. He also noted that the City has promised retail <br /> merchants that zoning laws will be enforced to bring in more retail merchants; <br /> he felt it would be an error to allow this use in this particular zone. <br /> Mrs. Th atson moved approval. There was no second and the motion died. <br /> Mr. Adams moved denial of the site plan because he opposed a non-retail use in <br /> this location. Mrs. Schuman seconded the motion, adding she also was opposed <br /> to non-retail uses on Delmar, but would be extremely pleased if the Eighth <br /> Church would locate elsewhere in University City. Mayor Majerus agreed. <br /> All voted Aye except Mrs. Thompson, who voted Nay. <br /> Mr. Schooaner returned to the Council chambers. <br /> BUDGET TRANSFERS <br /> The City Manager said for the first time, Council is asked to approve budget <br /> transfers quarterly throughout the fiscal year. Line item transfers amount to <br /> $216,493, most of which has gone for increased health insurance, he said. <br /> Mr. Adams asked how much the medical costs had increased over last year, and <br /> Mr. 011endorff said it was about 15%. He noted that the City does not receive <br /> the figures until mid-June, while the budget is acted on earlier. <br /> Mrs. Schuman noted there were also rather large outlays for Workers Compensa- <br /> tion in several departments, and employees need to be made aware of this. <br /> Mr. Adams moved approval. Mrs. Schuman seconded the motion, which carried <br /> unanimously. The budget transfers are attached and made a part of the record. <br /> CONSIDERATION OF BIDS FOR TREE PRUNING <br /> The City Manager said invitations to bid on pruning 950 trees for the Forestry <br /> Division were sent to 26 area contractors, with the following response: <br /> (meCOnpany Total Minority/Female& L Tree Service, Inc. <br /> $28,452.50 25% <br /> Asplundh Tree Expert Caany 28,965.50 0% <br />
